FACTBOX-S.Korean policymakers' comments on economy, policy

SEOUL, April 8 - Analysts have all but abandoned expectations of an increase in South Korean interest rates in the first half after the appointment of a pro-government central bank chief and as inflation remains tame, a Reuters poll showed.
All of the 13 analysts surveyed this week forecast the Bank of Korea would keep the base rate unchanged at 2.0 percent on Friday. [ID:nTOE635038]
Following are key comments South Korean officials have made on Asia's fourth-largest economy and economic policy since the BOK's previous interest rate meeting on March 11:
FINANCE MINISTER YOON JEUNG-HYUN on April 7 at a scheduled meeting of senior government officials:
"Uncertainties surrounding the global economy such as fiscal crises in Europe have not been resolved yet. So we will maintain the current macroeconomic policy trend, helping increase employment and investment" [ID:nTOE62907R]
BANK OF KOREA GOVERNOR KIM CHOONG-SOO, on April 1 in his inaugural speech, cited stable inflation, job creation and international policy coordination as the key goals facing the central bank but did not make any direct reference to the interest rate policy direction. [ID:nSUL000017]
PRESIDENT LEE MYUNG-BAK on March 31 while awarding the new central bank chief the letter of appointment:
"Countries should coordinate with each other over exit strategy." [ID:nTOE62U05K]
FORMER BANK OF KOREA GOVERNOR LEE SEONG-TAE on March 31 in a speech for his farewell ceremony:
"There should be a sincere reconsideration of the central bank's status, especially its relation with the government."
"I hope the government and the central bank will acknowledge and respect the fact that their roles are different while closely cooperating with each other to achieve the goal of national economic development." [ID:nTOE62U019]
BANK OF KOREA, on March 31 in a policy report, said South Korea's economy would likely stay on a recovery path despite the waning effects of stimulus spending, resulting in a gradual pick-up in inflation later this year. [ID:nSUL000016]
PRIME MINISTER CHUNG UN-CHAN on March 24 during a breakfast gathering of foreign diplomats in the country:
"I don't know when it will be, but in any case I think we need to implement exit strategy in close coordination with other countries." [ID:nTOE62N01E]
YOON JONG-WON, HEAD OF FINANCE MINISTRY'S ECONOMIC POLICY BUREAU, on March 23 at a seminar:
"We had focused on escaping from the crisis, but I think we have now come to a stage at which we can think about an exit strategy that ultimately includes monetary policy."
"Of course, I believe the monetary policy committee will make appropriate decisions." [ID:nTOE62M03I]
FINANCE MINISTER YOON, on March 23 at a seminar:
"Although still far from sufficient, job growth has turned positive and the self-recovery power of the private sector is gradually improving."
BANK OF KOREA GOVERNOR APPOINTEE KIM CHOONG-SOO on March 16 in an interview with Reuters in Paris:
"The time may not be right as of now to introduce the exit strategies."
"G7 countries and other important countries are not prepared to introduce new exit measures yet."
"Needless to say we have to coordinate not only with other domestic ministries or agencies but with other international governments or agencies or the central banks of other countries in coping with the financial crisis issue,"
"What matters most is that our growth potential has been hampered or deteriorated due to the global financial crisis."
"In the long-term perspective this is clearly one of the more important policy issues that we have to overcome."
"I'd rather like to focus on labour productivity and needless to say innovation and green growth." [ID:nLDE62F26Y]
FINANCE MINISTER YOON on March 15, quoted as saying by a local newspaper:
"As the chair country of the G20 (summit meeting in Seoul in November) that has to mediate between member economies, will maintain the current policy stance until that time." [ID:nTOE62D01R]
FINANCE MINISTRY on March 15 in a statement:
"The government plans to decide when to adopt an exit strategy while taking into account economic, consumer price and other indicators and international coordination, and it has not set any specific timing." [ID:nTOE62E03U]
