ADVERTISEMENT Still, "The Founding of a Republic" won't be released in Taiwan until next year at the earliest because the island's annual quota of 10 mainland movies has already been filled. Featuring cameos from Jackie Chan, Jet Li and scores of other Chinese stars, "The Founding of a Republic" is set against the 1940s Chinese civil war, which saw the Chinese Communist Party force the ruling Nationalists to retreat to Taiwan. China's film regulators commissioned the production to mark the 60th anniversary of Communist rule on the mainland, which will be celebrated Oct. 1. Frank Chen, director of the Department of Motion Pictures at Taiwan's Government Information Office, said in a phone interview that film officials won't censor the movie for political content despite its sensitive subject matter. The film describes how the Communists and their allies stopped the "dictatorial actions" of Nationalist leader Chiang Kai-shek, who is still revered by many Taiwanese, according to the synopsis on its official Web site. "We are a democratic country. We can allow different voices. We will judge the film on its merits," Chen said. Taiwan is now a democracy that enjoys freedom of speech, but the Nationalists ruled the island with a heavy hand for years, only implementing democratic reforms after lifting martial law in 1987. United International Pictures Taiwan, the local distributor for "The Founding of a Republic," said it won't release the film this year because the island has already filled its quota of Chinese films and it is considering a rollout next year. The movie will be released in China on Sept. 17. "We're evaluating the situation," UIP Taiwan publicist Sandy Lin said. While the film's pro-Communist bent may turn off Taiwanese viewers, its all-star lineup could be a draw. Besides Chan and Li, Hong Kong heartthrob Andy Lau, comedian Stephen Chow, "Crouching Tiger, Hidden Dragon" star Zhang Ziyi and action film director John Woo also make appearances.
