ADVERTISEMENT The assassination of such a high-profile member of the Western-backed Afghan security services, which are on the frontline of an increasingly deadly Taliban insurgency, shocked the country just weeks after controversial elections. The attack in the eastern province of Laghman was the second high-profile bombing in Afghanistan since August 20 elections, held under a cloud of Taliban intimidation and tainted by fraud allegations and poor turnout. More than 50 people, including women and children, were wounded after the bomber detonated his explosives in a crowd leaving the main mosque in Laghman's provincial capital Mihtarlam following a meeting, officials said. "I saw people coming out of the mosque and some of them were getting into their vehicles. I didn't know them. Then the explosion happened. I was wounded. When I opened my eyes I was in hospital," one witness told AFP. Rescue workers and volunteers bundled the casualties onto stretchers, blood seeping through their clothes and bandages hastily applied, TV footage showed. The Taliban, which has regrouped since the 2001 US-led invasion ousted their regime, said the deputy chief of the country's premier intelligence agency, the National Directorate of Security, was the target. "Abdullah Laghmani is among the dead," provincial governor Lutfullah Mashal confirmed. Three other government officials also died. The deputy spymaster's Land Cruiser was destroyed and a vehicle used by his bodyguards was partially damaged, while the blast scattered shoes and sandals across the main road, said an AFP reporter. President Hamid Karzai condemned the attack, which his office said killed 24 people including Laghmani. The United Nations in Afghanistan said the attack was "indefensible" during Ramadan, when Muslims observe dawn-to-dusk fasting for a month. The provincial government said the bomber blew himself up as officials were leaving a meeting in the mosque about boosting community participation in counter-narcotics and security efforts. The UN released a report Wednesday saying opium production in Afghanistan had fallen for a second year with poppy cultivation down 22 percent amid fears that drug stockpiles were a ticking bomb. The destitute country produces around 90 percent of the world's opium, processed into heroin sold in Europe and central Asia, with profits helping to bankroll the Taliban in an eight-year insurgency. Analysts said the high-profile assassination underscored the security services' weakness and pointed to the Taliban expanding out of their traditional southern stronghold. "When the Taliban attack and assassinate the head of the provincial council and the deputy intelligence chief it shows they are extending their grip over a wider area with higher targets," said Afghan analyst Ahmad Sayedi. On August 25, a truck bomb exploded in southern Kandahar city, killing more than 40 people in the biggest such attack in the country for 13 months. This year is already the deadliest for foreign troops since the ouster of the Taliban. Senior US and EU envoys gathered in Paris Wednesday to discuss their response to the elections and allegations of mass fraud called for a "fair process" to prevail. Washington's special envoy Richard Holbrooke insisted Western powers would not seek to influence the choice of the Afghan people. "We have no candidates and no preference as to a first-round victory or a run-off," Holbrooke told a news conference. But Western troops cannot leave the country until it is secure, France's Foreign Minister Bernard Kouchner told reporters following the talks. "We want to bring our decisive support to the Afghan population with projects linked to agriculture, health and education," he said. "Of course, for that we need to bring security." Results released from 60 percent of polling stations Wednesday saw Karzai slightly advance his lead over main rival Abdullah Abdullah with 47.3 percent to 32.6 percent. Abdullah has said he will not accept a compromised result. Separately, in northern Afghanistan, a bomb killed a girl, officials said, while in another province clashes between police and Taliban left at least 13 militants dead and injured.
