Tokyo governor scraps China visit as row deepens
TOKYO (AFP) - – Tokyo's outspoken conservative governor Shintaro Ishihara said on Tuesday he would scrap a visit to Beijing over Japan's row with China, likening its behaviour to that of "yakuza" gangsters.
Ishihara, a vehemently anti-communist politician, also urged Japan's government to take "active measures" over the dispute, centred on Japan's arrest of a Chinese fishing boat captain in disputed waters.
Ishihara said he would cancel a scheduled October 12-13 visit to Beijing when the Chinese capital hosts a forum of mayors from 45 cities worldwide.
"I will never go to China, to such a country," he told reporters.
Jiji Press reported he also likened Beijing's strong reaction to the captain's arrest to "what yakuza mobsters do".
According to an online report in the conservative Sankei Shimbun daily, he also advocated a strong military line against China.
"Why doesn't the government take active measures? For example, if a Japanese submarine intrudes into the territorial waters of South Korea, North Korea or China, it will be bombed. Why doesn't Japan do that?
"I think the Defence Ministry had better conduct defence drills with the United States at the Senkakus," he said, using the Japanese name for the disputed island chain that is called Diaoyu by China.
He added that the row will be the "touchstone of Japan-US-China relations".
"The United States will definitely reveal its true character," he said, according to the report, saying that if it does not side with Japan it will lose prestige in the region.
China on Tuesday confirmed that its Premier Wen Jiabao will not meet Japan's Prime Minister Naoto Kan at the UN general assembly this week, where both leaders are due to meet US President Barack Obama. Related article: China rejects fence-mending meeting with Japan
Ishihara, whose career has seen him serve in the national parliament, write best-selling novels and travel to the North Pole, is known for his nationalist views and has denied World War II atrocities such as the Rape of Nanking.
He first gained prominence in the West for co-authoring the 1989 book "The Japan That Can Say No" which called for Japan to assert itself against its former occupying power and security ally the United States.
