Three Lebanese nationals, two soldiers and a journalist, and an Israeli soldier were killed in Tuesday's shootout which saw both sides threatening retaliation if the shooting recurred. As the two sides prepared for the funerals, Israel's Defence Minister Ehud Barak described the skirmish as "a provocation" but said it was a local incident not orchestrated by the Shiite militia group Hezbollah or the top brass of the Lebanese army. "It was a very grave provocation and we reacted in a measured, just and immediate manner," he told public radio, while stressing that it "was not programmed by the chiefs of staff of the Lebanese army in Beirut or by Hezbollah." But his remarks were not well received by the Lebanese military in Beirut, with a spokesman dismissing them as "a lie." "There are no officers within the Lebanese army who can make decisions on their own without first consulting with the top command," he told AFP. Meanwhile, Israeli troops returned Wednesday to the site of Tuesday's shootout and cut down a number of trees growing along the border, completing a task which had set off the confrontation. Israel says the Lebanese army opened fire on its troops as they were cutting down shrubs on the Israeli side of the border. UNIFIL, the UN force deployed in south Lebanon, said on Wednesday the troops were indeed on Israeli territory. "UNIFIL established that the trees being cut by the Israeli army are located south of the Blue Line on the Israeli side," a statement said, referring to the UN-drawn border between the two countries established in 2000. The office of Israeli Prime Minister Benjamin Netanyahu welcomed the announcement, saying it "clearly corroborates the Israeli version of events" and showed that Lebanese troops had opened fire "without any provocation or justification whatsoever." As troops completed their mission, members of Israel's security cabinet met in Jerusalem to discuss the fallout the confrontation, which was the worst incident along the border since the 2006 war between Israel and Hezbollah. "It's in Lebanon's interest to continue the quiet that has reigned for the last four years and I hope they understand it," Intelligence Minister Dan Meridor told public radio after the meeting. "They need to control their army." Although he did not give any details as to what was discussed in the meeting, Meridor expressed disappointment that the international community had not come down harder on Lebanon. "It is clear to everyone ... we did not step outside of Israel's sovereignty territory, not by one meter. "They shot and hit an Israeli officer who stood inside Israeli territory without any provocation or any reason. It would be good if the world, America and others would say what is so clear, Lebanon is responsible for this." Each side blamed the other for sparking Tuesday's firefight which stoked fears of an all out conflict. Israel said its troops were fired upon while conducting maintenance work along the border, and that UN forces had been notified in advance. Lebanon said its troops opened fire after an Israeli patrol crossed the border fence. Hezbollah chief Sheikh Hassan Nasrallah called on his followers not to react but said the group would not "stand idly" by in the future. The UN urged both sides to exercise "maximum restraint" with Secretary General Ban Ki-moon saying he was "deeply concerned" by the incident, and Washington and the European Union also urged the parties to exercise restraint. Syria condemned what it said was Israel's "heinous aggression," Iran spoke of a "hysterical assault" and Jordan said it was "deeply concerned."
