Vanuatu Prime Minister Edward Natapei, the incoming head of the 16-member Pacific Islands Forum, said he was concerned about Fiji's breaches of democratic rule and human rights under military strongman Voreqe Bainimarama. But he said: "As leaders of Pacific island nations we have a duty and responsibility to remain engaged with Fiji so that democratic principles and practices can be restored in Fiji as soon as possible." Fiji was suspended by the forum, which includes some of the world's smallest and most impoverished countries, after coup leader Bainimarama failed to hold elections in 2009 as promised. Under his rule Fiji has torn up its constitution, sacked the judiciary and cracked down on dissent, as well as imposing a strict censorship regime which threatens to close the country's oldest newspaper. Australia and New Zealand have led criticism of his regime, prompting Bainimarama to expel their diplomats and accuse them of meddling in Fiji's domestic affairs, and the issue has threatened to divide the forum. As leaders gathered in Vanuatu for the forum's annual meeting, the absent Bainimarama called for Australia and New Zealand to be excluded from the grouping, saying they were "not Pacific islanders" who nevertheless dominated its proceedings. "They crept in slowly like the proverbial camel, you know, with their head in, and then the front legs, and then the back legs, and all of a sudden the owners of the tent were out and they were inside the tent," he told ABC TV. New Zealand Prime Minister John Key dismissed the comments as "ridiculous assertions" and said Fiji remained "out of step and out of favour" with its neighbours. Key said, while he expected leaders to reaffirm Fiji's suspension from the forum, its members would continue to engage with the nation, which is an important transport and trade hub for the region. "The fact that we continue to talk and have discussions doesn't mean there's been a softening of the position, there simply hasn't been," he told reporters. Australian Foreign Minister Stephen Smith, representing Prime Minister Julia Gillard, who is facing elections at home, said he had detected "no inkling, no support" for Fiji's reentry to the summit until it returned to democracy. Fiji's suspension is expected to occupy leaders at the 40-year-old forum, which will also attempt to come to a unified position on climate change -- an issue of critical importance to low-lying island states such as Tuvalu and Niue, which fear being swamped by rising sea levels. "The future of our citizens is at stake yet international recognition of our plight is distressingly disproportionate to the severity of the threat," Natapei said in addressing the forum's opening ceremony in Port Vila. The Vanuatu leader urged Pacific leaders to rally behind the forum's goals for improving the lives of millions of residents who live in isolation and poverty on some of the most remote places on Earth. He called for the breakdown of barriers which divide the diverse nations of the forum, some of which suffer high unemployment, poor education levels and surging HIV/AIDS infections and other health epidemics. "It would be regionalism whereby coups, civil wars and the dangers of so-called failure states are relegated to the past," he said.
