ShareThis March 18, 2010 5:21 p.m. EST Topics: government, government departments, politics, law enforcement, migration, police, crime, law and justice, United States Tom Ramstack - AHN News Correspondent Washington, D.C., United States (AHN) - The frustration of Congress with a malfunctioning "virtual fence" along the Mexican border showed during a hearing Thursday in Washington, D.C. The virtual fence includes surveillance cameras, sensors, radar and control towers designed to prevent illegal immigration and drug smuggling into the United States. Boeing Co., the contractor that is installing the system, originally planned to complete the $1.1 billion virtual fence by the end of 2009. Now the timetable has been pushed back to 2016. In addition, the portion of the system that has been installed frequently breaks down and rarely results in apprehension of illegal aliens, a recent government report said. "I have to ask, does it make sense to keep throwing money at a system with so many problems," asked Rep. Chris Carney (D-Pa.), a member of the House Homeland Security Committee. Witnesses from U.S. Customs and Border Protection said the delay results partly from a need to test the system to ensure it works properly. "We want to make sure we do this right," said Mark Borkowski, director of Customs and Border Protection's Secure Border Initiative. He continues to support the idea of installing the system, called SBInet. "Yes, it does work," Borkowski said. So far, Boeing has completed work on the "Tucson-1" phase of the project and is building "Ajo-1." Tucson-1 and Ajo-1 refer to sites in the Arizona desert where SBInet is being installed. "The feedback we are getting is very positive," Borkowski said about the 23-mile Tucson-1 site. Boeing also built a 28-mile prototype in Arizona that started operating in February 2008. The virtual fence is one part of a $4 billion program to secure the 2,000-mile border with Mexico. Doubts about the effectiveness of the system prompted Homeland Security Secretary Janet Napolitano on Tuesday to announce $50 million in SBInet funding would be directed to proven technologies, rather than the high-tech SBInet equipment. The proven technologies include thermal imaging devices, mobile radios, cameras and remote video surveillance. A recent government investigation found about 1,300 defects in SBInet systems between March 2008 and July 2009. Napolitano also said money for the project would be frozen until an assessment of its effectiveness is completed. President Obama proposed in his fiscal 2011 budget to reduce SBInet funding to $574.2 million, down from $800 million this year. Rep. Michael McCaul (R-Texas) said during the House hearing that a "dire situation" with drug gang murders in Mexico and illegal immigration left no time for delays on SBInet. "There is a war going on," McCaul said, referring to roughly 6,000 murders in Mexico last year suspected of being drug-related. "We cannot afford any more timeouts." Loopholes in the border with Mexico made it nearly certain the drug violence would spill over into the United States, he said. Congress decided to investigate problems with the virtual fence after the Government Accountability Office pointed out cost overruns and delays in a report on SBInet. Roger Krone, Boeing's president of network and space systems, said SBInet would get better as the glitches are worked out of the first parts of the system. "It is giving border patrol a significant tactical advantage, especially in nighttime operations," Krone told members of Congress.
