SINGAPORE: Economic downturn notwithstanding, Singapore will see another American—style school opening its doors next September.
UK—based Cognita is the first international education provider to be awarded a state land site under a government committee’s inaugural Request—for—Interest (RFI) exercise for foreign—system schools, which received over 20 proposals.
Cognita is, perhaps, best known in Singapore for its planned US$21.6 million expansion of the Australian International School. Its new project is to set up another foreign school that offers a US—based curriculum to meet the high demand for foreign—system schools in Singapore.
The group, which is in the process of setting up its Asian headquarters in the Republic, said it is not deterred by the current gloomy economic outlook.
Brian Rogove, managing director, Asia, Cognita, said: "The regulatory environment in Singapore, the transparency and the fact that it is a common law country make it a very attractive destination for us.
"We would expect Singapore to continue to be an attractive place for people to relocate to. We would see the demand that we expect over medium to long term to be in line with our expectations."
In fact, Cognita said it is looking to make another 15 to 20 more of such acquisitions within the region over the next three years.
The Stamford American International School will be set up at a 3.5 hectare site at the former Upper Serangoon Secondary School.
Cognita is unable to disclose how much it will be investing in its new project, but it said it would start with an initial intake of 600 students and grow this to 2,500 eventually.
The Economic Development Board (EDB), which chaired the government committee behind the RFI exercise, said the keen interest from schools that submitted proposals affirms the Board’s belief that demand for top quality foreign—system schools is expected to grow, despite the current economic uncertainty.
EDB added that the committee would continue to monitor market trends closely and may consider launching another round of RFI next year. The first exercise was conducted in August with four state land sites put up on offer.
Authorities assessed proposals based on a range of factors such as the quality of project, ability to meet market demand and investment commitment, which includes the commitment to commence classes in academic year 2009.
The Singapore Land Authority (SLA), which also sits on the committee, said it is seeing sustained demand for state properties for international schools and to date, 19 international schools use state properties as campuses.
