JERUSALEM - On a flying visit across the Middle East, Hillary Clinton urged the Israeli and Palestinian leaders on Saturday to resume peace talks immediately and seemed to accept Israel's refusal to halt settlement building first.
U.S. President Barack Obama's secretary of state agreed with Israeli Prime Minister Benjamin Netanyahu at a news conference in Jerusalem that limits on Jewish settlement expansion, offered by Israel, would be "unprecedented" and that Palestinian demands for a full freeze should not be a pre-condition to negotiations.
Palestinian President Mahmoud Abbas, who was stung last month by Obama's shift from calling publicly for a "freeze" to "restraint" on Israeli settlements, made clear after meeting Clinton earlier on Saturday in the Gulf that he would not return to negotiating table without a complete halt in the building.
But Clinton and Netanyahu, speaking later in Jerusalem, made clear that neither accepted that as a valid reason not to talk.
"There has never been a precondition. It's always been an issue within the negotiations," she said, endorsing Netanyahu's assertion that Abbas's demand for a settlement freeze before resuming peace talks was "unprecedented."
"Where we are right now is to try to get into negotiations," she added.
"The prime minister will be able to present his government's proposal about what they are doing regarding settlements, which I think when fully explained will be seen as being not only unprecedented but in response to many of the concerns that have been expressed."
Obama and Clinton called in their early months after taking office this year for a complete halt to Israel's policy of building on occupied land in the West Bank and East Jerusalem, dismissing Netanyahu's insistence on maintaining "natural growth" to allow for the birth rate among Jewish settlers.
However, in bringing Abbas and Netanyahu together in New York in September for the first such meeting since Abbas pulled out talks last year with the previous Israeli premier, Obama called only for "restraint" on settlement, not a "freeze."
Supporters of Abbas, who struggles for backing at home in the face of a challenge from the Hamas Islamists who control the Gaza Strip, made clear their disappointment with Obama.
ROAD MAP
A U.S.-backed peace "road map" of 2003 does say Israel should halt settlement activity. Abbas, however, took part in a new peace process launched in 2007 by Obama's predecessor George W. Bush. Abbas suspended negotiations over Israel's offensive last winter in the Gaza Strip.
On taking office after an election victory for the Israeli right in February, Netanyahu and his ministers have made clear their scepticism about reaching a lasting peace settlement while Palestinians are divided between Abbas and Hamas, which rejects recognition of Israel. They have said they are willing to discuss interim arrangements to improve security and prosperity.
Meeting Clinton on Saturday, Netanyahu said of Abbas's condition of a settlement freeze: "It's a change of Palestinian policy and it doesn't do much for peace. It doesn't work to advance negotiations. It actually is used as a pretext or at least as something as an obstacle that prevents the re-establishment of negotiations."
He said: "We are prepared to start peace talks immediately.
"I think that what we should do on the path to peace is to simply to get on it and get with it."
In Abu Dhabi, Abbas's spokesman Nabil Abu Rdainah said: "There was no breakthrough in the talks."
Netanyahu has said he intends to push on with the construction of 3,000 settler homes under projects already approved, and continue building houses for Jews in East Jerusalem, which Israel does not regard as Palestinian land.
Clinton's spokesman denied a suggestion that she had asked Abbas to accept Netanyahu's offer to limit building to those 3,000 new units in return for talks.
Israel captured the West Bank and East Jerusalem in a 1967 war and Palestinians fear that the presence of settlements there would deny them a viable state. Some 500,000 Israelis live in the two areas alongside 2.8 million Palestinians.
Clinton's weekend visit to the Middle East is her second since Obama took office in January. A senior U.S. envoy, George Mitchell, has been shuttling between Israeli and Palestinian leaders every few weeks. He was with Clinton on Saturday.
But there is scant sign that the talks can be revived soon.
