ADVERTISEMENT Negotiations with the Abu Sayyaf militants were going nowhere and there was concern over the deteriorating condition of Eugenio Vagni, the last of three Red Cross hostages, who was suffering from hypertension and needed surgery for a hernia, Sulu provincial Gov. Abdusakur Tan said. "We made this decision because of Mr. Vagni's condition," Tan told The Associated Press by telephone. "The primary purpose is to save him." The governor didn't announce a timeframe, and the move could be an attempt to pressure the group to release the aid worker. Police clashed with a separate group of about 30 to 50 Abu Sayyaf gunmen in Jolo's Talipao township, near Indanan where Vagni was believed to be held. No immediate reports of casualties on either side were issued. Police gave chase to the gunmen, who withdrew into a forest, Sulu's provincial police chief Julasirim Kasim said. Tan acknowledged a rescue operation was risky but added he was left with no other option given Vagni's failing health. The decision reflects the government's desperate attempt to end a high-profile hostage crisis that has dragged on since Jan. 15, when Vagni and fellow Red Cross workers Mary Jean Lacaba of the Philippines and Andreas Notter of Switzerland were kidnapped after inspecting a Jolo jail water supply project. Lacaba was freed by the militants April 2. Notter walked free from the jungle and was found by villagers and police Saturday after he either escaped or was abandoned by his captors. Tan, head of a provincial committee dealing with the hostage crisis, said he did not consult the Italian Embassy, which has called for Vagni's safe release. The International Committee of the Red Cross has repeatedly appealed to the government not to use force. Sen. Richard Gordon, who heads the local Red Cross, expressed concern over Tan's order and urged troops to carry out a rescue "only if there is absolute necessity" and "if there is a threat" to Vagni's life. More than 1,000 marines, police and armed village guards have surrounded the Abu Sayyaf militants holding Vagni in Indanan township for months. Tan said his order gives troops the green light to pursue the kidnappers and launch a rescue anytime when "there is an opportunity." About 300 extra police from a special commando unit arrived in Jolo on Wednesday, according to Kasim, but he refused to divulge details of any rescue plan. The kidnappers can still continue talking by phone to government negotiators, including a group of Muslim clerics, but rescue efforts will proceed, Tan said. He declared a state of emergency last month on Jolo, an impoverished Muslim region 590 miles (950 kilometers) south of Manila, after the militants threatened to behead the hostages. The Abu Sayyaf, which has about 400 fighters, is on a U.S. list of terrorist groups for receiving funding and training from al-Qaida militants and for its involvement in high-profile kidnappings, beheadings and deadly bomb attacks.
