The departure of Shizuka Kamei, the leader of a tiny coalition party, came as the centre-left premier, on his fourth day in office, was preparing to give his first major policy address in parliament. Kamai resigned as postal reform and financial services minister but said his small People's New Party (PNP) would keep supporting Kan's Democratic Party of Japan (DPJ) to give it a paper-thin majority in the upper house. The dispute centres on Kamei's goal of putting the brakes on the privatisation of Japan Post, which is also a banking and insurance behemoth with massive savings from Japanese households. Former conservative premier Junichiro Koizumi made breaking up Japan Post and privatising it his signature market reform, but many opposed it because post offices serve as a lifeline especially for rural pensioners. Kamei had pushed for a law that would effectively halt the privatisation process in the current parliamentary session until June 16 -- but the plan was derailed by Japan's recent political turmoil. Former prime minister Yukio Hatoyama abruptly resigned last week, over a money scandal and for mishandling a dispute over an unpopular US airbase on Okinawa island, his approval ratings having dived below 20 percent. Kan, who took power Tuesday, has since enjoyed a poll bounce to above 60 percent, and his DPJ is eager to capitalise on the wave of voter goodwill in an upper house election that has been slated for July 11. Passing the postal reform bill now would have meant extending the parliamentary session and postponing the election -- something the DPJ was unwilling to do. Kamei, whose PNP is primarily focused on the postal issue, reacted with fury, telling reporters: "Because a promise between the two parties was broken, I have decided to leave the cabinet to take the responsibility." The premier's right-hand man, Chief Cabinet Secretary Yoshito Sengoku, said he would take over Kamei's portfolios for now. Sengoku said it was "very disappointing" that Kamei resigned but stressed: "The coalition will continue. The agreement between the DPJ and the PNP to form the coalition is not shaken at all." The risk for Kamei's tiny PNP is that the DPJ could ditch it as a coalition partner if it gains enough additional seats in the upper house elections to have a comfortable majority. The ruling party has a large majority in the powerful lower house after it ousted the conservatives in an electoral landslide last year, but requires a majority in the upper house to more pass legislation.
