ADVERTISEMENT "This is a big day in the history of democratic Lebanon," a triumphant Saad Hariri, leader of the anti-Syrian grouping known as March 14, told cheering supporters at a rally after Sunday's vote. But even as the fireworks exploded into the sky over Beirut and the champagne corks popped, the politician and business tycoon will have a tough task ahead to keep the nation united. Analysts said the winning factions would have to work with their rivals to form a government and ensure Lebanon is not plunged into a new cycle of political instability and violence. Police and soldiers were out in force in sensitive areas for fear of fighting between rivals in a war-scarred country that remains deeply divided along sectarian lines but leaders of rival factions appealed for calm. Hariri's coalition -- which held the majority in the old parliament -- was set to win 70 seats in the new 128-seat assembly against 58 for Hezbollah and its Christian and Shiite allies, according to his Future television station. Jubiland supports of Hariri, the son of slain former billionaire prime minister Rafiq Hariri, took to the streets after the election, whose outcome is being closely watched by Lebanon's neighbours and the international community. "The challenge will be to bring winners and losers together rather than exacerbate their differences and threaten to trigger another cycle of violent confrontation," the International Crisis Group said in a report last week. Hezbollah's main Christian ally, the nationalist Free Patriotic Movement of wartime general Michel Aoun, acknowledged defeat but vowed to work with the election winners to form a coalition government. "Lebanon can only be governed by a national unity government," said Michel de Chadarevian, a member of the group's political bureau. Hasan Fadlallah of Hezbollah said his party -- whose emergence as a possible victor in the election had caused jitters in the West -- had won all 11 seats where it had candidates. "What matters to us now is that Lebanon turns a new page, one based on partnership, cooperation and understanding," he told AFP. "No party can claim to have won the majority among all communities." Telecommunications Minister Gebran Basil, also Aoun's son-in-law, said voters had apparently been duped by warnings that Hezbollah's coalition would impose an Islamist regime in Lebanon. "Unfortunately, I tried to explain to people that everyone won't be wearing the chador and that we won't have an Islamist republic (but they didn't listen)." Official results are expected to be known later on Monday. Voters turned out in force for what was considered one of Lebanon's most crucial elections, seen as a key test of whether the country would continue on a pro-Western path or tilt towards Iran, the regional Shiite powerhouse. Preliminary estimates put turnout at more than 54 percent of the 3.2 million electorate, the highest since at least the end of the 1975-91 civil war. Under Lebanon's complex power-sharing system, the seats are divided equally between majority Muslims and minority Christians, who make up about a third of the four-million population. Former US president Jimmy Carter, heading a team of international observers, said he hoped Lebanon's political parties and their foreign backers would accept the results. "We don't have any worries over the conduct of the elections," Carter said. "We have concerns over the acceptance of the results by all the major parties." There were no major incidents reported on polling day. International and local observers said it appeared free of any flagrant violations despite some organisational problems and isolated security problems. The result is likely to relieve Israel, which fought a devastating war with Hezbollah guerrillas in 2006 and had warned that victory for the Shiite group would pose a danger to the entire region. The United States also blacklists Hezbollah as a terrorist organisation and had warned that continued military aid to Lebanon would hinge on the vote outcome. The current Sunni-led majority swept to power in 2005 on a wave of popular anger following the assassination of Rafiq Hariri in a massive Beirut car bombing. The murder was widely blamed on former powerbroker Syria, which denied any involvement, and the ensuing public outcry led to Damascus withdrawing its troops from Lebanon after a 29-year presence.
