ADVERTISEMENT Major General Juancho Sabban "is going on a two-week leave," Defence Secretary Gilbert Teodoro told reporters, adding that the general had asked for a vacation even before the hostage crisis broke in January. Teodoro however refused to say say why he allowed Sabban to go on leave during the crisis. Sabban is the overall commander of troops on Jolo island, where they are going after Abu Sayyaf militants holding International Committee of the Red Cross (ICRC) workers Mary Jean Lacaba of the Philippines, Andreas Notter of Switzerland and Italian Eugenio Vagni. Clashes left three marines and two Abu Sayyaf gunmen dead last week, while 19 other troops were wounded. The Abu Sayyaf leader holding the hostages, Albader Parad, was also reportedly wounded and demanded the troops withdraw from a jungle area where the militants have been cornered or the hostages would be harmed. The chairman of the local Red Cross chapter, Senator Richard Gordon, subsequently negotiated with Parad for the release of one of the hostages in exchange for troops "repositioning" their forces. The release however did not take place, with Gordon publicly accusing the military of ignoring his request to lift the tight security cordon and allow a handover. He said he would hold President Gloria Arroyo and her general responsible if any of the hostages were killed in a rescue attempt. Arroyo's spokeswoman Lorelei Fajardo meanwhile reminded Gordon that the government had a policy of "non-negotiation with terrorists." "Government has given its best effort since day one to rescue and recover the victims," Fajardo said in a statement. "We all want this to be resolved as quickly as possible but we have to act carefully so as not to compromise their safety." Lacaba, Notter and Vagni were seized while on a humanitarian mission on Jolo on January 15. The ICRC last week said it had talked to the three after the clashes on March 19 and was told they remained in captivity together. "Given the circumstances and the immense stress, they are doing remarkably well," the ICRC said. The Abu Sayyaf is the smallest but most radical of several Islamic militant groups in the southern Philippines. It is blamed for the country's worst terrorist attacks and is on the US government's list of foreign terrorist organisations.
