Taiwan leader calls for free trade pact with China

TAIPEI, Taiwan - Taiwanese President Ma Ying-jeou has called for signing a comprehensive free trade pact with China, saying closer ties with the mainland rival can help the self-ruled island revive its slumping economy.

Addressing an economic conference Saturday, Ma stressed that his administration will seek public support before discussing a pact to set a broad framework for economic dealings, his spokesman Wang Yu-chi said Sunday.
But the opposition Democratic Progressive Party, which supports formal independence from China, quickly warned the plan could push for "economic unification of Taiwan and China," which split amid civil war in 1949.
"Over-reliance on China economically will expose Taiwan to tremendous (political) risks," opposition party Chairwoman Tsai Ing-wen said in a statement.
During his election campaign, Ma pledged to remove trade and investment restrictions with China to help jump-start the island's once-booming economy.
After taking office last May, Ma has moved to relax restrictions on investment in China. The two sides launched direct air and shipping links last December.
The proposed pact would further allow free flow of goods, services and capital between the two sides.
Local business leaders have long called for signing the pact to avoid Taiwan being marginalized in the region. Because of China's opposition, Taiwan's main trading partners have refused to sign free trade agreements with the island while they seek economic cooperation with China.
With exports plunging in the past two months amid the global downturn, Taiwanese machinery manufacturers and other industries are pushing harder for mutual tax exemption agreements with the Chinese.
Economists say the trade pact is also needed to help local businesses recruit Chinese talent and attract mainland capital.
Over the past two decades, Taiwanese have invested more than $100 billion on the mainland, but reverse investment or flow of Chinese talent have been largely banned.
