Charles Rangel (D-NY), once the powerful chairman of the House Ways and Means Committee before an ethics probe forced him out, launched his campaign for a 21st term over the weekend. The congressman announced his re-election bid during a Harlem fundraiser flanked by top Democrats, including New York Gov. David Paterson, City Comptroller John Liu, City Council Speaker Christine Quinn and Manhattan Borough President Scott Stringer. "I've just begun to fight," Rangel, 79, told a crowd of 500 supporters Sunday night. He officially joins two other Democrats who previously challenged him in the race, state Assemblyman Adam Clayton Powell IV and his former aide, Vince Morgan. Powell IV is the son of former Rep. Adam Clayton Powell, the first black member of the New York City Council and first African-American congressman until he lost his re-election campaign to Rangel in 1970. The younger Powell, a Fordham University School of Law graduate, had attempted to regain his father's seat in 1994. Morgan is a community banker who founded Harlem NOW and previously served as campaign staff for Rangel in 2001. Neither Morgan nor Powell have so far posed viable challenges against Rangel, who has the support of local union leaders and the state National Association for the Advancement of Colored People. Party primaries in the 15th congressional district, a Democratic stronghold, are Sept. 14. The Rev. Michel Faulkner, an African-American Baptist minister, is the sole Republican in the race rated "solid Democratic" by the nonpartisan Cook Political Report. The fourth-longest serving Democrat in the House, Rangel stepped down as chairman of the powerful Ways and Means Committee in early March amid continued calls for his resignation and a probe of ethics allegations against him. The House ethics committee "publicly admonished" Rangel, 79, earlier this year for going on Caribbean trips sponsored by corporations. The panel called him out for accepting free trips organized by the Carib News Foundation. The lawmaker attended conferences in Antigua and Barbuda in 2007 and in St. Maarten the next year along with some members of the Congressional Black Caucus. A watchdog group, the National Legal and Policy Center, had filed an ethics complaint alleging violations by lawmakers because the conferences were also sponsored by AT&T, Citigroup, IBM, Pfizer and Verizon. The ethics panel said Rangel's staff were aware that corporations had contributed to the conferences but did not disclose the information when the congressman sought and received the committee's approval. The ethics committee is continuing its investigation on other allegations against Rangel. He had been facing calls to resign his chairmanship since reports in 2008 accused him of using the congressional letterhead to solicit businesses and foundations for donations to the Rangel Center at City College in New York. He later came under fire for failing to disclose income from a villa in the Dominican Republic and his use of rent-controlled apartments for below-market rates. That same year, Rangel issued checks totaling $10,800 to the Internal Revenue Service and the state of New York to pay back taxes from his villa. He hired a forensic accountant to fix other inaccuracies in his tax returns, a move that led to an amendment to his 2007 disclosure form to include a $250,000 account at the Congressional Federal Credit Union and a portfolio fund worth at least $250,000.
