(AHN) - Republicans have resumed their efforts to unseat Rep. Charles Rangel (D-NY) as chair of the House Ways and Means Committee. Rep. John Carter (R-TX), secretary of the House GOP Conference, introduced a privileged resolution on Wednesday calling on Rangel's removal as the nation's top tax-law writer while the House Ethics panel is investigating allegations against him. "It brings me no joy to introduce this legislation concerning a colleague," Carter said. "But this body has a high duty and obligation to conduct itself in a way that restores public confidence in the integrity of this institution. When charges of this magnitude are pending against a member, the House must respond in a way that achieves that goal." "If Mr. Rangel is cleared of wrongdoing, I will be the first to congratulate him back to the Chairmanship. But we must show we are serious about enforcing the ethics rules of this House, instead of using stall tactics to thwart the process," he added. Being a privileged resolution, the measure offered by Carter has to be taken up for consideration by the full House no later than Tuesday next week. Rangel's problems began last July when the Washington Post reported that he had inappropriately solicited donations from businesses and foundations using the congressional letterhead. The contributions were for the Rangel Center at City College in New York. A week later, the New York Times said he had been enjoying four rent-controlled apartments for below-market rates despite the evictions of less influential tenants. Rangel moved out of one apartment he had been using as an office in violation of city and state regulations, but then faced increasing criticisms from Republicans, who wanted him publicly censured for "dishonor[ing] himself and [bringing] discredit to the House." The Times, which had joined critics in calling for his resignation as Ways and Means chair, then reported that the 78-year-old congressman also failed to include in his tax returns more than $75,000 in income from a villa at the Punta Cana Yacht Club in the Dominican Republic. In addition, the congressman is also accused of appropriately storing his car, a 1972 Mercedes Benz with an expired license plate, in the Congressional parking garage. Rangel subsequently issued six checks worth $10,800 in total to the Internal Revenue Service and the state of New York to pay back taxes from his Dominican Republic villa. He also hired a forensic accountant after admitting to discovering more inaccuracies in his tax returns from as far back as decades ago. He vehemently denied any wrongdoing, saying in an open letter to constituents, "The campaign season has begun, and to no great surprise, I'm now a Republican talking point. But I assure you, I've brought no dishonor to my family, the Congress, my constituents, or my country." The Ethics Committee began an investigation on the allegations last September. The controversies hounded Rangel throughout the rest of the year, and the House Democratic Caucus had to take a vote in November whether to keep him as chair of Ways and Means.
