Amnesty calls for India Maoists to free police
NEW DELHI (AFP) - – Human rights group Amnesty International called on Saturday for Maoist rebels to free three abducted policemen held hostage in eastern India after the guerrillas killed one of the captives.
The Maoists have threatened to kill the officers unless eight jailed rebels are freed and security forces are withdrawn from the guerrillas' strongholds in Bihar state.
"The taking of hostages is prohibited by international law," said the London-based rights group in an emailed statement.
The Maoists "must stop threatening to kill or harm them these police officers and guarantee their lives and safety," Amnesty said.
The call by Amnesty came as the chief minister of the state Nitish Kumar offered to hold talks with the Maoists and appealed to the rebels not to harm the hostages.
"We will give safe passage to those Maoists who come for talks," Kumar said in televised remarks.
The hostage crisis in Bihar state is seen as a major test for Kumar, who is widely credited with improving the economic fortunes of deeply deprived area.
Kumar has favoured dialogue and development over a hardline strategy of trying to crush the Maoist movement, which has been described by Prime Minister Manmohan Singh as India's biggest internal security threat.
The appeals for the safety of the hostages came as search parties, aided by helicopters, fanned out over the area where the policemen are thought to be held.
But the dense forest, hills and risks of operating in Maoist areas made progress slow.
Police said they found the body of the policeman on Friday in a remote forested district 150 kilometres (100 miles) from the Bihar state capital Patna.
"We will kill the three other policemen and send their bodies soon," read a handwritten note found near the body, according to police.
The rebels seized the men during a raid on security forces last week that left 10 policemen dead.
Authorities in New Delhi launched a major offensive last year to tackle the worsening insurgency, but since then the Maoists have hit back with repeated attacks on the police and paramilitary forces.
The Maoist movement began in 1967 in West Bengal and has since spread to 20 out of India's 29 states.
The movement feeds off land disputes, police brutality and corruption and is strongest in the poorest and most deprived areas of India, many of which are rich in natural resources.
More than 200 security force personnel died in encounters with the rebels in the first six months of this year in various states.
