The documents show Secretary of State Hillary Rodham Clinton sought an assessment of the mental health of Argentine President Cristina Fernandez de Kirchner. The State Department memos also describe widespread corruption in the Honduran government before a 2009 coup. The U.S. government sought personal financial information about United Nations delegates, according to Wikileaks, a Web site that publishes documents leaked from governments worldwide. Some of the United Nations delegates reportedly came from Mexico. The documents describe how the State Department sought to isolate Venezuelan President Hugo Chavez, who is a harsh critic of U.S. policy. Some members of Congress are reacting with calls to categorize Wikileaks as a terrorist organization, which would empower the U.S. government to take unspecified action against the Web site. President Obama ordered a review of the government’s system for keeping documents secret while Attorney General Eric Holder said he is launching a criminal investigation into the leaks. Meanwhile, the State Department and its ambassadors to Latin American countries issued statements that sought to repair damage to their reputations. State Department spokesman P.J. Crowley said the leaked documents demonstrate normal day-to-day activities of U.S. diplomats rather than spying operations. “Our diplomats are just that, diplomats,” Crowley said. “They collect information that shapes our policies and actions. This is what diplomats, from our country and other countries, have done for hundreds of years.” The U.S. ambassador to Colombia, Michael McKinley, condemned the release of the confidential communications, saying they represented a threat to diplomacy worldwide. Private conversations with political leaders, journalists, human rights advocates and others are part of “any diplomatic system,” McKinley said in a statement published by Latin American news organizations. “Diplomacy involves conversations at all levels which includes an interest in having the ability to have confidentiality in that work,” McKinley said. He also said he doubted the Wikileaks documents would severely damage U.S. interests abroad. Former Argentine Ambassador to the United States Eduardo Amadeo told a Spanish-language news Web site that the secret communications were “tough” but normal for diplomats. “This issue is irrelevant with respect to Argentina, relations are not affected,” Amadeo said. One of the most inflammatory documents about a Latin American nation involved a Sept. 16, 2009, conversation between French diplomat Jean-David Levitte and U.S. Assistant Secretary of State Philip Gordon. Levitte referred to Venezuela’s Chavez as “crazy.” “Unfortunately, Chavez is taking one of the richest countries in Latin America and turning it into another Zimbabwe,” Levitte is quoted as saying in a memo on the meeting. Another memo says the June 28, 2009, coup against former Honduran President Manuel Zelaya was “absolutely illegal” under the country’s constitution. “There is no doubt” that the Honduran military leadership, the Supreme Court and Congress “conspired on 28 June in an illegal and unconstitutional act,” the memo says. Zelaya was succeeded as president by Roberto Micheletti. There also was “no doubt, from our perspective, that the inauguration of Roberto Micheletti was unlawful,” the State Department memo said.
