During Hu's visit to the White House, there would be the usual agenda staples of bilateral trade and military to military dialogue, need of China to rein in North Korea and the ongoing demand for Beijing to let the yuan, the Chinese currency, rise. On the economy, both Treasury Secretary Tim Geithner and Secretary of State Hillary Clinton have called for China to strengthen the “substantially undervalued” yuan because it puts other countries at a competitive disadvantage. Military to military dialogue and a call for transparency was raised by Defense Secretary Robert Gates during his recent visit to China which, instead, carried out the first flight test of an advanced stealth fighter. Obama was in China in 2009 but Hu, despite expectations, did not come in 2010 as he U.S. continued to demand that the Asian giant let its currency free. The result: A reluctant letting of the yuan by China — rising slowly — about 3 percent in the second half of the year 2010. The American demands are not new but there are some interesting areas on the visiting side that are not yet tackled. According to media reports citing answers submitted to written questions from The Wall Street Journal and the Washington Post, Hu noted trade, energy and terrorism as areas for cooperation, cautioning the U.S. to “respect each other’s sovereignty, territorial integrity and development interests.” Hu chose his words very carefully, as there is a sense in Beijing that Washington is attempting to encircle it by improving relations with its neighbors, especially India. George W. Bush may not go down in history as one of the greatest presidents but his initiative to improve ties with the world’s biggest democracy after a tense 40 years has Beijing worried. A senior political pundit in Shanghai, on condition of anonymity told All Headline News, “Americans are demanding but are blind to subtle moves by Beijing to manipulate what it does not want to come on the agenda.” “With a booming population, rising military prowess and increasing buying powers of its common people, the Chinese Communist party needs to showcase its expansionist standing in global matters and better still in space,” the expert stated. “Expansionist polities is the best bet for keeping the support of common person in China as with an agricultural background, people still want more land even if it is in the name of their country,” the expert added. “China is preparing to abrogate its past boundary agreements and initiate new territorial claims against its neighbors leading to heightened tensions,” the expert continued, adding, “What North Korea is doing with South is nothing but testing American patience and to check how far Americans will go to come to the aid of old and new allies - and this is at the discreet directions of Beijing.” Chinese leaders, even when abroad, keep a keen eye on their contentious domestic political environment and Hu would like to go back home without Washington openly questioning some of the propaganda items essential to the delicate domestic economic and social balance. Moreover, there is a leadership transition in both countries in 2012, especially China. Hu is on his last official trip to the United States and it could also be the last major interaction with China for Obama in his present term, which expires in 2012.
