Jane Harman (D-CA) has begun in California, where a new electoral system was approved by voters last summer. Los Angeles City Councilwoman Janice Hahn is the first official candidate in the special election. “As someone who has served in local government for almost a decade, I want to bring that perspective and experience to Congress," she said in a statement late Monday. Hahn first ran for the seat in 1998, when Harman campaigned unsuccessfully for governor but lost to a Republican. The councilwoman was defeated last year in the election for lieutenant governor by former San Francisco mayor Gavin Newsom. California Secretary of State Debra Bowen is also "giving very serious thought" to running. A group of voters have begun a petition to push the former state senator to launch a campaign. A primary rival of Harman's last year, Marcy Winograd, is likewise considering throwing her hat in the race. The 36th congressional district, which includes portions of Los Angeles County, is a Democratic stronghold. Only one Republican, Mattie Fein, the GOP's 2010 candidate for the seat, has expressed interest in the special election. Gov. Jerry Brown is required to call for the special election, which will have candidates running in one primary regardless of party and then the top two vote-getters facing off. Harman, a leader on homeland security issues, is resigning from Congress in March to become director of the Woodrow Wilson Center, a D.C.-based think tank. The nine-term congresswoman is stepping down after receiving 60 percent in the general election last November but seeing her party lose the majority in the U.S. House.
