Following a rift with the MPs in July, Berlusconi faces a September confidence vote on the programme for the three remaining years of his term -- a ballot that will be a test of whether he has a majority in parliament. "If we don't obtain the majority's commitment, there will be no alternatives to a vote by December, since anything later than that would hurt the country," Berlusconi said after holding a six-hour meeting with his allies in Rome. Italy has been gripped by political uncertainty since the end of July, when lower house speaker Gianfranco Fini left Berlusconi's People of Liberty (PDL) party, ending a 16-year alliance with the billionaire premier. Fini's supporters set up breakaway parliamentary groups of 33 deputies and 10 senators. But the head of the lower house rebel group, Italo Bocchino, responded to Berlusconi's comments by saying they would support the 73-year-old's government in the confidence vote. "We will vote for this programme and will give our confidence to the government," Bocchino said. "All of this talk about elections is not justified. We will continue serenely until the end of the term." Berlusconi on Friday presented a five-point programme for the rest of his term, which included tax and justice reforms, federalism, aid to the poorer south of Italy and new measures to curb crime and illegal immigration. The head of the opposition Democratic Party slammed Berlusconi's programme. "The PDL document certifies the failure of these two years of government and fails to offer any idea to deal with the real problems of the country," said Pierluigi Bersani. Should the vote on the programme bring down the government, President Giorgio Napolitano will poll parliamentary group leaders on the possibility of forming a transitional government. Failing that, he will dissolve parliament and call elections, which are not due until 2013. Berlusconi won elections in 2008, becoming prime minister for the third time since 1994. Berlusconi's closest ally, Northern League boss Umberto Bossi, is urging elections as early as November. The anti-immigrant party has gained in opinion polls both in its northern bastion and in "red" (former communist) regions such as Emilia-Romagna and Tuscany.
