(AHN) - On his way to a Memorial Day ceremony, President Barack Obama on Monday issued his second statement in less than a day about North Korea's second nuclear test, saying the communist nation will not gain respect nor security through threats. Speaking briefly from the Rose Garden, Obama said, "North Korea's nuclear ballistic missile programs pose a great threat to the peace and security of the world and I strongly condemn their reckless action. North Korea's actions endanger the people of Northeast Asia, they are a blatant violation of international law, and they contradict North Korea's own prior commitments." "North Korea has previously committed to abandoning its nuclear program... it has chosen to ignore that commitment. These actions have also flown in the face of United Nations resolutions. As a result North Korea is not only deepening its own isolation, it's also inviting stronger international pressure -- that's evident overnight, as Russia and China, as well a our traditional allies of South Korea and Japan, have all come to the same conclusion: North Korea will not find security and respect through threats and illegal weapons," he added. North Korea is said to have launched its second nuclear test on Monday in spite of denuclearization talks with five other nations. Its first test was held in October 2006, according to the United Nations. China, Japan, Russia, South Korea and the United States are part of negotiations, called six-party talks, with North Korea about nuclear disarmament. The White House had issued an earlier statement calling the latest test a "reckless... provocation." The 15-member United Nations Security Council will hold an emergency meeting Monday afternoon that will be chaired by Russia, which holds the rotating presidency of the panel this month. North Korea has remained defiant despite U.N. resolutions. Last month, it banned inspectors from the International Atomic Energy Agency (IAEA) at its reprocessing plant in Yongbyon, which was verified in 2007 to be in shutdown status but which has been reactivated. The removal of the U.N. inspectors followed an April 5 rocket launch despite repeated warnings from the international community.
