MOSCOW (AFP) - – NATO chief Anders Fogh Rasmussen on Wednesday asked Russian leaders to send more helicopters to back the Afghan campaign, after talks aimed at ending Moscow's rift with the transatlantic alliance. "Today I have invited Russia to strengthen Russia's terms of cooperation in Afghanistan," the NATO secretary general told reporters in the Kremlin after talks with President Dmitry Medvedev. Rasmussen said he had presented Russian leaders with a list of "concrete proposals" on helping NATO as it ramps up efforts to put down the Taliban insurgency. "I think Russia could contribute in a very concrete way by providing helicopters, helicopter training and spare parts," he said. The other proposals involved training Afghan police and fighting drug trafficking, he added. NATO spokesman James Appathurai said the helicopters would be for use by the Afghan government. Moscow has given Kabul two helicopters for humanitarian purposes but it was not clear what the new hardware would be used for. Russian Foreign Minister Sergei Lavrov, who was present at the talks, said that Medvedev had given the order to review the alliance's requests. Moscow has recently pledged more support for NATO but has never expressed public readiness to send troops to Afghanistan after the debacle of the 1979 Soviet invasion of the country. But analysts have said hardware like helicopters would be a welcome boost as NATO and the Afghan government step up the fight against the Taliban. There was no confirmation of media reports NATO also wanted Russia to supply Kalashnikov assault rifles. Rasmussen stressed Russia's proximity to Afghanistan had made it especially vulnerable to spillover threats from the conflict through its porous southern borders with Central Asia. "I do believe that it is essential for Russia that we succeed in Afghanistan," he said. "If Afghanistan again becomes a safe haven for terrorists then Russia would be among the first victims, from terrorists who could easily gain access through Central Asia." Rasmussen, a former Danish prime minister, made ties with Moscow a priority since he took over NATO's top job in August, and his visit was the first by a NATO chief since last year's Russia-Georgia war sunk relations to a Cold War-style chill. "I think that this autumn represents a new beginning in our relationship," he said. Prime Minister Vladimir Putin stressed after talks later Wednesday that the two sides were cooperating despite "the differences in our points of view in many questions". "The efforts of Russia and NATO can be very promising" in fighting terror, weapons proliferation and organized crime, Putin said after meeting Rasmussen. The eastwards expansion of NATO to include several ex-Communist countries has particularly riled Russia, although tensions have eased somewhat since the United States shelved plans for a missile defence shield in Central Europe. Russia could also prove useful to NATO states for the transit of military equipment to Afghanistan. The Kommersant newspaper, citing an unnamed Russian diplomat, reported that Rasmussen would be seeking to broaden an arrangement that lets NATO ship non-lethal supplies to Afghanistan by railroad through Russia. Russia and the United States in July agreed a similar deal on sending troops and military equipment to Afghanistan via flights through Russian airspace. Moscow and NATO have resumed high-level contacts in recent months after they were halted amid furious disputes over Russia's August 2008 war with Georgia, an ex-Soviet republic that had sought to join the alliance. The two sides also have long-running disagreements over issues including missile defence, arms treaties, Kosovo and Iran.
