N.Korea's Kim makes rare visit to trade zone

SEOUL (AFP) - – North Korean leader Kim Jong-Il has visited a northeastern port city which the country wants to develop into a trade hub, and gave guidance on increasing exports, official media said Thursday.

The visit was Kim's first to Rason since it was named a free trade zone nearly two decades ago, according to South Korea's Yonhap news agency which monitors the North's media.

The communist state designated the Rajin-Sonbong Economic Special Zone near China and Russia -- later renamed Rason -- in 1991. But little foreign investment materialised and senior officials who headed the project were reportedly sacked.

In recent years the North has begun trying to revive the zone, signing an accord with Russia to rebuild railways and the port there.

"It is very important to abide by the principle of the credit-first policy in foreign trade," Kim was quoted as saying by the Korean Central News Agency. He ordered workers to strictly observe "export discipline and improve the quality of goods".

The leader toured a general marine products factory, a stock-breeding farm, a wine factory and other sites at the Rason Taehung Trading Company to acquaint himself with the production of export goods, the agency said.
