Those reinstated include two High Court justices who previously ruled that the military's 2006 coup was legal. ADVERTISEMENT The appointments came despite legal groups urging senior lawyers to reject offers of bench postings because accepting would undermine the independence of the court system and grant legitimacy to the regime. Fiji's military ruler Commodore Frank Bainimarama ousted the government in a 2006 coup and installed himself as prime minister. He has vowed to rewrite the constitution and electoral laws to remove what he says is discrimination against the country's large ethnic Indian minority before holding elections. Critics say he shows little sign of being willing to give up power. Anthony Gates, a British national, was reappointed Friday as chief justice and Devendra Pathik and Daniel Gounder were also given their High Court posts back. Gates and Pathik were on a three-judge panel that ruled last October that Bainimarama's armed coup was legal. That ruling was overturned by the Appeal Court in April, setting off a crackdown that has tightened the regime's grip on power. Bainimarama ally President Ratu Josefa Iloilo fired all of Fiji's judges, abrogated the constitution and declared a state of emergency. He then reappointed Bainimarama's government, which imposed strict media censorship rules and said it would stay in power for at least five years before calling democratic elections. Since imposing emergency rule on May 10, the military government has arrested and interrogated more than a dozen journalists and several lawyers. At least three foreign journalists have been expelled. Law societies in Fiji, Australia and New Zealand have urged lawyers in the three countries not to take up judicial postings to serve the regime. Australian and New Zealand citizens often serve as judges in Fiji, which lacks enough homegrown senior lawyers. Also Friday, Bainimarama urged ministers at the African, Caribbean and Pacific sugar producers conference in Georgetown, Guyana, to pressure the European Union to reinstate funding for Fiji's ailing sugar industry. The EU last week delayed indefinitely an annual $33 million support payment to Fiji for the second successive year, demanding the military government commit to returning the country to democracy. "Delay in the funding of the sort which Fiji is likely to face would be disastrous," Bainimarama told conference attendees. Up to one in four of Fiji's 800,000 plus people depend on the sugar industry for their incomes. Bainimarama said he was concerned that the EU had linked a trade matter with its aid program for Fiji. There was no immediate response from the EU.
