WASHINGTON - President Barack Obama this morning will talk about how much of the taxpayers' money he plans not to spend in the first budget of his young administration.

The president has signed off on 121 cuts totaling $17 billion in his 2010 budget. That's about one-half of 1 percent of the $3.4 trillion budget Congress has approved for next year.
After his budget remarks, the president will return to the White House for a meeting on education reform with the Rev. Al Sharpton, New York Mayor Michael Bloomberg and former House Speaker Newt Gingrich.
Later, the president will meet with Russian Foreign Minister Sergey Lavrov in the Oval Office.
Also Thursday, the president will sign a proclamation for the National Day of Prayer.
