Search web search Home Singapore Asia Pacific World Business Entertainment Sports Technology Weekend Edition Africa Europe Latin America Middle East North America Afghanistan releases majority of election results By HEIDI VOGT,Associated Press - Wednesday, November 24 Send IM Story Print KABUL, Afghanistan – Afghan election officials failed to deliver Wednesday on a promise of unequivocal final results from fraud-tainted September parliamentary elections as the country's attorney general cast further doubt on the poll by announcing a wide-ranging investigation into the vote. More than two months since the Sept. 18 poll, many had hoped the final results would put the vote to rest, allowing the government to move on from debates about ballot-stuffing and voter intimidation and possibly even giving President Hamid Karzai a small success after last year's fraud-marred presidential election nearly undermined his administration. The Afghan election commission certified results from 33 out of 34 provinces, but said Wednesday it had not been able to decide what to do about eastern Ghazni province, where a host of problems clouded the ballot even after substantial investigations. The parliamentary ballot has been watched carefully by Karzai's western allies for signs that the Afghan president is committed to curbing corruption in his government. The poll is the first since last year's disastrous presidential election, which pushed some NATO countries to threaten to withdraw troops and aid. Results of this poll, released just ahead of President Barack Obama's December Afghan review, come at a time when NATO and its allies need the Karzai government to be seen as a strong partner. The United Nations welcomed the results, saying in a statement that even though there was fraud and cheating, election officials showed commitment to identifying and dealing with these problems, marking "a significant step in the development of Afghanistan's national electoral capacity." Abdullah Ahmadzai, a member of the commission, said that a decision still must be made as to in Ghazni where many polling stations were closed, others were excluded because of fraud and there was almost nonexistent turnout in some districts. As a result, no candidates from the majority Pashtun ethnic group won seats _ a potentially inflammatory result in an already volatile province. Instead all 11 of the winning candidates are ethnic Hazaras, who tend to live in the safer parts of Ghazni. "There are two possibilities: one is certification of Ghazni's results and announcing them, and one will be any decision otherwise, which will include a rerun of the election," Ahmadzai said. "So between these two options, we will make one decision, either to certify the result and announce it in one week's time, or a rerun." He added that a rerun, if needed, might not happen immediately, saying it could be suspended indefinitely until security in the province improves. The Ghazni results were delayed because commissioners are trying to negotiate a settlement with the winning candidates in the hope that they will accept a suspension of the election, according to an international diplomat who was briefed on the discussions. This would allow sitting Ghazni representatives to retain their seats until safety improves in the province enough to hold a fair vote. Election commission Chairman Fazel Ahmad Manawi insisted that politics would not play a role in resolving the ballot in Ghazni and that the commission would announce its decision on Ghazni in three days to a week. He said vote totals were final in all other provinces. The U.N. said it supported the decision to take more time to finalize Ghazni results. The September poll was plagued by allegations of fraud and voter intimidation countrywide. Election officials discarded 1.3 million ballots _ nearly a quarter of the total _ for fraud and disqualified 19 winning candidates for cheating. All these measures were backed by the country's election fraud watchdog _ the Electoral Complaints Commission, which is supposed to be the final arbiter on cheating and misconduct in elections. However, just hours before the results were to be announced, the country's top prosecutor announced an investigation into ballot fraud and threatened to resign if others attempt to block him. Mohammad Ishaq Alako also said he had suspended the spokesmen for the nation's two main independent electoral bodies for making irresponsible comments to the media. Both spokesmen said they had not received any notice of suspension, and election commission spokesman Noor Mohammad Noor said at Wednesday's press conference that he had not stopped working. The attorney general's office is charged with investigating allegations of criminal activity in the election, but Alako's comments suggest that he is planning to investigate the legitimacy of the entire process. Alako alleged on Afghan television that the election was bought and sold by powerful, well-connected Afghans who keep their money in Dubai. If Alako's statement, aired on Afghan television, is seen as throwing into question the decisions of election officials, it could cast doubt on the long-awaited results. "The decision about the Afghan election has been made in Dubai and in Kabul's foreign exchange market," Alako said. "I have evidence and documents and I am going to investigate. If no one accepts my investigation, I will not come to my job again." Alako had threatened investigations into top officials previously, but appeared to have backed off after an outcry from electoral officials and from the United Nations that he was overstepping his authority. Alako _ who has squashed investigations into corruption in the executive branch _ is generally seen as backing the president, though it was unclear if he was acting Wednesday with the permission of the executive branch or on his own. ____ Associated Press writer Rahim Faiez in Kabul, Afghanistan, contributed to this report.
