The key Nikkei-225 index gained 149.33 points, or 1.74 percent, to 8,717.35 in the first 15 minutes of trading. The Dow Jones Industrial Average leapt 4.20 percent on Tuesday as the key Wall Street barometer reacted to the aggressive rate cut aimed at reviving an economy in the worst recession in decades. The Fed surprised markets with a bigger-than-expected cut in its base lending rate, establishing a range of zero to 0.25 percent, from one percent. The Fed also signalled it would buy large quantities of debt and securities in a bid to flood the financial system with money and force borrowing costs lower.
