PERUGIA, Italy (AFP) - – Italy's speaker of parliament on Sunday threatened to pull his supporters out of the government if Prime Minister Silvio Berlusconi did not resign, piling pressure on the Italian leader.
"He should... take the decision to hand in his resignation and declare there is a de facto crisis," Gianfranco Fini said in a scathing attack on his former ally at a conference of his new political movement.
Fini, who rebelled against Berlusconi earlier this year, said the resignation should bring about a new chapter in Italian politics in which "the nature of the coalition and the composition of the government are re-discussed."
He appeared to hint that a new government could be formed with Berlusconi in charge but based on "a new legislative pact" with his own forces, experts said.
"We can't go on like this," Fini said in front of some 10,000 supporters at the conference in the city of Perugia in central Italy of his Future and Freedom movement, which is in the process of becoming a political party.
There are four pro-Fini ministers currently in the government.
Fini, a former foreign minister, has long been seen as a powerful political player. But he has often been sidelined by Berlusconi ever since the flamboyant media tycoon burst onto Italy's political scene in the early 1990s.
Fini announced in July that he and his supporters would break away from the ruling People of Freedom party although he made it clear that he would continue to support the government in parliament based on certain conditions.
Around 40 lawmakers from the lower and upper houses of parliament have gone over to Fini's side since July. Their defection, if finalised, means that Berlusconi would no longer have a governing majority in parliament.
Berlusconi supporters criticised Fini on Sunday, accusing him of using his post as speaker of parliament to try to engineer a change of government and challenging him to have the courage to vote against Berlusconi in parliament.
Berlusconi himself was cited by Italian news agencies as saying that he had no intention of resigning.
Political observers say that after years of loyal service Fini is finally rebelling because he can see a path to greater power for himself as Berlusconi comes under ever greater pressure from a series of sex and corruption scandals.
Revelations in the Italian press in recent days have accused Berlusconi of interfering in a police investigation to secure the release of an an underage girl who attended some raunchy parties at his villa near Milan.
Another woman has claimed that she had sex with Berlusconi for money and was provided with drugs at his luxury villa on the island of Sardinia.
Berlusconi has dismissed the charges as "indecent attacks."
In his speech, Fini referred to the "moral decadence" in Italian society and said that "public figures should be examples." He also said that Berlusconi had shown "an incapacity to keep his promises to voters."
"The government is not governing," Fini said, adding that the ruling coalition "has lost sight of the path to build today a country for tomorrow."
He was particularly critical of the Northern League, the junior coalition partner in government, which he accused of being xenophobic.
Referring to the ruling People of Freedom party, or PDL under its Italian acronym, Fini said however: "We're not against the PDL, we're not even against Berlusconi. We are beyond the PDL and beyond Berlusconi."
Daniele Capezzone, a spokesman for the PDL, dismissed Fini's words.
"His scheme sounds like the worst of the old-school political system. Governments made and unmade behind the backs of the voters," he said.
Capezzone said Fini should be the one to resign for using his post as a platform "to conduct a factional war that is against the popular will."
