"Our troops carried a gun in one hand and a copy of the human rights' charter in the other," President Mahinda Rajapakse said at an anniversary victory parade attended by thousands of troops. "Our guns were not fired at a single civilian," the president, dressed in white, said as he took the salute from an open-air stage in central Colombo. The military parade was attended by diplomats and high-ranking government officials, and drew units that led the final assault against the Tamil Tiger rebels, whose leadership was wiped out on May 18 last year. It was originally due to be held last month, but heavy rains forced its postponement to Friday, which was declared a public holiday. Rajapakse's remarks came as two senior advisers to US President Barack Obama wrapped up meetings with Sri Lankan officials, during which they strongly encouraged Colombo to investigate war crimes allegations, a US government source said. Rights groups and Western governments continue to pressure Colombo to probe claims that troops killed civilians indiscriminately and executed those surrendering at the end of the 37-year civil war. "The US has strong, credible allegations of evidence of atrocities during the prosecution of the war against the Tamil Tigers," said the American source, who declined to be named. "President Obama sent the envoys to ensure that these charges are probed." The source said Washington was assured by Colombo that a local investigation will punish anyone guilty of criminality while battling the Tigers. "We want to believe this will bring results, but we will wait and see," he said. The United Nations also announced Thursday it would form a war crimes panel to advise Secretary-General Ban Ki-moon "on international standards and comparative experiences with accountability." The mandate and members of the panel will be announced next week despite objections from the Rajapakse government, Lynn Pascoe, the UN under-secretary-general for political affairs, told reporters in Colombo. During his nationally televised address, Rajapakse criticised those pressing for a war crimes probe and said individuals raising human rights issues were responsible for a "great betrayal" of the nation. His remarks were a clear reference to his former army chief Sarath Fonseka, now regarded as an enemy of the regime after unsuccessfully challenging Rajapakse in elections and fuelling the row about war crimes. During the parade on Friday, the military displayed a range of its sophisticated hardware, including rocket launchers, tanks, helicopter gunships and jet fighters at Colombo's sea-front Galle Face promenade. Opposition lawmakers boycotted the celebration, protesting the imprisonment of Fonseka, who was being held at a naval detention cell a short distance from the parade venue. The US has led international calls to probe allegations that thousands of civilians were killed in the final months of fighting. The UN has estimated at least 7,000 civilians perished in the first four months of 2009. "It is a grave error of judgement to think that while being opposed to terrorism targeting you, to believe that terrorism that is no threat to you is good," Rajapakse said in a thinly veiled reference to the West. "The world has so far trod on this wrong path. "Terrorism remains unvanquished because of this incorrect thinking. The countries that show sympathy towards terrorism and separatism will be the victims of terrorism. This is the lesson of history." Japanese special envoy Yasushi Akashi is also in Sri Lanka this week to press Colombo to ensure accountability for crimes against humanity.
