Credit: Reuters/Stringer OSH Kyrgyzstan (Reuters) - Kyrgyzstan's interim leader flew to the country's south on Friday to help ease tensions in the conflict-torn region after the worst ethnic violence in the Central Asian state in two decades. World  |  Russia  |  Kyrgyzstan The government has struggled to restore order in the south following clashes between Uzbeks and Kyrgyz that killed about 200 people last week and triggered a massive wave of refugees. Acting president Roza Otunbayeva landed in the southern city of Osh, its streets lined with charred buildings, in a military helicopter to meet local leaders in a gesture of reconciliation. "We will rebuild the city of Osh no matter what, so people can return to their homes," a government statement quoted Otunbayeva as telling locals during the visit. As she spoke, U.S. Assistant Secretary of State Robert Blake flew to inspect refugee camps on the Uzbek side of the border. Some 400,000 people have fled since June 10, some to refugee camps in neighboring Uzbekistan -- a huge number in proportion to Kyrgyzstan's population of 5.3 million. Many are running short of water and food, crammed into clay huts and make-shift camps in the arid plains straddling the Ferghana valley. Home to U.S. and Russian air bases, Kyrgyzstan has been volatile since a revolt in April toppled its president, Kurmanbek Bakiyev, and brought the interim government to power. Blake, the top U.S. official for Central Asia, visited camps near the Uzbek city of Andizhan and was later due to fly to Kyrgyzstan for talks with the interim leadership. In one camp, lined with rows of tents marked with the United Nations logo, dozens of women, many in tears, surrounded Blake. "It is important to establish peace for your safe return," he told them through an interpreter. "An investigation should be carried out to prevent this in the future." VOTE SAFETY Otunbayeva, whose government has not been formally elected, is keen to stick to its original plan to hold a referendum on a new constitution on June 27 but some officials said the vote should be put off for security reasons. The government issued a decree saying it would cancel the vote only if the entire country were in a state of emergency, or if a state of emergency were to be enforced in regions containing more than half of the total electorate. In the city of Osh, its streets strewn with rubble and still echoing with occasional gunfire, Uzbek neighborhoods have set up barricades, effectively drawing demarcation lines separating them from Kyrgyz parts. Sporadic attacks have continued in Osh and other parts of the south but major violence has subsided since Monday. The ethnic breakdown of the official death toll of over 190 people is not clear. The government says the real toll is likely to be several times higher. About 2,000 people were wounded. The United States and Russia are worried that continued turmoil in Kyrgyzstan, which lies on a major drug trafficking route out of nearby Afghanistan, would offer a breeding ground for Islamist militancy in Central Asia. Russian President Dmitry Medvedev, in an interview with The Wall Street Journal, described the situation in south Kyrgyzstan as "close to humanitarian catastrophe," warning that Islamist extremists could seize on the opportunity to grab power. "When people lose faith in the ability of the civil authorities to bring law and order and decide there is only one force that can do it, then we can end up with a Kyrgyzstan that would develop along the Afghan scenario, the Afghan scenario of the Taliban period," he said. "And that, I think, would be very sad indeed, and highly dangerous for our country and for other countries in Central Asia."
