Dale Kildee (D-MI) and Dennis Kucinich (D-OH), two of more than three dozen congressmen the administration hopes will vote for its healthcare bill this week, announced Wednesday they would support the legislation. House Democrats plan to pass the measure using a parliamentary procedure that Republicans have said is unconstitutional. Kucinich, a two-time Democratic presidential hopeful, announced his decision in a press conference held two days after he met with President Barack Obama aboard Air Force One about his opposition to the bill because it does not have a public option. A public option is a voluntary government healthcare program that would compete with private insurance by offering cheaper coverage. The GOP has said it would harm small businesses, and would not reduce healthcare costs nor provide insurers with fair competition. "My criticisms of the legislation have been well reported. I do not retract them," said Kucinich."I have taken a detour through supporting this bill, but I know the destination I will continue to lead, for as long as it takes." "The health care debate has been severely hampered by fear, myths, and by hyper-partisanship. The President clearly does not advocate socialism or a government takeover of health care," he added Kucinich revealed his decision the same day Kildee, a pro-life advocate, said in a statement he was satisfied with the Senate bill's language on abortion, a contentious issue with some Democrats who have threatened to withdraw their support of the bill over provisions allowing for public funding for abortion. The House and Senate have been working to reconcile differences between legislation each chamber passed last year when prospects of passing healthcare reform seemed challenging but likely. Each chamber must approve the reconciled bill separately one last time before it is sent to the White House. House Democrats plan to use a process called the self executing rule to vote for revisions to a Senate bill that is considered less liberal than the bill passed by the House last year. The procedure would let Democrats pass healthcare reform without directly voting on the underlying Senate bill, which does not contain a public option and has provisions for "Cadillac" insurance plans that unions oppose. Democrats need 216 votes in the House to pass the revised Senate bill. They want it signed by the president before he leaves for Asia this weekend. The Senate would also need to vote for the revisions. They are expected to use an equally controversial process called reconciliation that would let them pass the reconciled bill with a simple majority or 51 votes instead of the usual two-thirds majority or 60 votes used for major legislation. Democrats recently lost their 60-vote majority in the Senate, where a once relative unknown in national politics, Sen. Scott Brown (R-MA), won the seat held for nearly five decades by Ted Kennedy, the champion of healthcare reform until he died in August. Republicans have called the House process a "controversial trick" that would let Democrats "hide from the[ir] vote" on healthcare. They have joined critics in dubbing it the "Slaughter Solution," after the Rules committee chairperson, Rep. Louise Slaughter (D-NY). House Minority Leader John Boehner (R-OH) has introduced a resolution that would require lawmakers to vote directly on the measure. "This week, House Republicans intend to force a vote on a measure that would give the American people an up-or-down vote on the Senate health care bill," he said in a statement. Democrats have countered that the GOP used the rule during the Bush administration to pass legislation such as the 2001 tax cuts. "There, I'm sure, are those that are going to want to make this about the legislative process rather than the heart-wrenching stories of people like Natoma Canfield that the President discussed," White House press secretary Robert Gibbs said in a Tuesday briefing. The president spoke about a self-employed woman named Natoma on Monday in an Ohio event to rally support ahead of the crucial House vote. The woman fell ill this month, after being forced to stop paying higher premiums in January to cover her mortgage. "I'm here because of Natoma," Obama said. "I'm here because of the countless others who have been forced to face the most terrifying challenges in their lives with the added burden of medical bills they can't pay... we need health insurance right now. Health insurance reform right now." The Senate passed a bill on Christmas Eve that covers 94 percent of Americans by expanding care to 31 million uninsured. The measure originally had a public option that would allow states to opt out of a federal program, but the plan was dropped by Democrats seeking better chances of passing the bill in the House. The bill also did not include provisions to let uninsured Americans between 55 and 64 years old enroll in Medicare, a proposal put forward to gain the support of Sen. Joseph Lieberman (I-CT) for a public option. But Lieberman, an independent who caucuses with Democrats, had threatened to vote against the bill if the Medicare provision wasn't dropped. Republicans said the bill creates new taxes for American families and harms small businesses. The U.S. Chamber of Commerce also warned the measure would increase unemployment because it "does little to lower the cost of health care." The American Medical Association, however, supports the administration's health agenda, and hospitals have agreed to give $155 billion in Medicare and Medicaid savings over the next decade to help pay for the overhaul. Drug companies have also pledged to contribute $80 billion in prescription drug savings for seniors over the next decade. The House in November passed its own bill costing $894 billion, covering up to 96 percent of Americans and reducing the deficit by $30 billion over a decade. It included an amendment from Rep. Bart Stupak (D-MI) that prohibits federal funding for abortion except in the case of rape, incest or when a mother's life is at risk. The Senate bill had a mandate that every state provide an insurance plan without abortion coverage, weaker language against funding for abortions than the House measure, according to critics. And while the House bill has a tax on the top 0.3 percent taxpayers or couples earning more than $1 million, the measure from Senate Majority Leader Harry Reid (D-NV) has a 40 percent tax on insurers for "Cadillac" insurance plans, or those costing more than $8,500 for individuals and $23,000 for families. The tax previously had a lower cap of $8,000 and $21,000. The change was made amid strong opposition from Democrats and unions who said the cost would be passed on to consumers.
