NEW YORK (Reuters) - More than $2.7 billion in pledges of aid to help earthquake-wracked Haiti recover and rebuild will be made next week by the European Union and a coalition of U.S.-based humanitarian groups at a U.N. conference.

The European Union is likely to commit 1.3 billion euros ($1.73 billion) over three years at a planned March 31 donor meeting, said Kristalina Georgieva, E.U. Commissioner for International Cooperation, Humanitarian Aid and Crisis Response.
But she told reporters at a meeting of aid groups on Thursday that the European Union wanted results for its money.
"The financial crisis forced everyone to be much more focused on what they are getting," Georgieva said. "In Europe we can only keep our taxpayers as generous as they have been ... if we can show the results of what they are paying for."
"We will very much insist that we work together on clear indicators for results so we can say 'this is what resources bring for the benefit of the people in Haiti,'" she said.
At least 222,570 people and possibly more than 300,000 were killed when an earthquake struck Haiti's capital Port-au-Prince on January 12 in what some experts are calling the deadliest natural disaster of modern times.
The economy and infrastructure of the impoverished Caribbean nation were decimated by the magnitude 7 quake.
The meeting on Thursday of nongovernmental organizations (NGOs) to discuss their role in Haiti's recovery was hosted by U.N. Special Envoy for Haiti, former U.S. President Bill Clinton, the European Union and Interaction, a coalition of U.S.-based international NGOs.
Interaction Chief Executive Sam Worthington told Reuters that the coalition of 193 U.S. humanitarian groups -- 81 of whom were working in Haiti -- would pledge at least $464 million for reconstruction and $421 million for relief at next week's U.N. conference.
BIGGER CHALLENGE THAN TSUNAMI
Both Worthington and Clinton said the impending rain and hurricane season could spell further disaster for almost one million homeless quake survivors living in hundreds of camps, saying there has simply not been enough time to prepare.
"Clearly we have a massive challenge on our hands," Worthington said. "There will be a significant amount of human suffering we're going to witness over the coming months."
Clinton likened the planned reconstruction of Haiti to that which took place after the 2004 Indian Ocean earthquake and tsunami that killed around 226,000 people, mainly in Indonesia, India, Thailand, Sri Lanka and the Maldives.
"In some ways the challenges here are much more formidable because it is a national capital and the surrounding area that has been effected and a big percentage of the country's GDP," he told the NGO meeting.
But he added that a recovery plan by Haiti aimed to follow in the footsteps of Rwanda, which wants to eventually free itself from the need for international aid. He called on NGOs to help fund the Haiti government to expand its capacity.
Clinton said he believed it was unlikely government donors "will give as much as should be done."
Representatives of Haiti's government, donor nations, multilateral lenders, U.N. agencies and aid groups met in the Dominican Republic last week and agreed an initial short-term target of giving $3.8 billion over 18 months to rebuild Haiti.
Haiti's government has assessed the damage caused by the quake at more than $7.7 billion and estimated $11.5 billion would be needed for reconstruction, while economists have said the cost could be up to $14 billion.
"Every time we spend a dollar in Haiti from now on we have to ask ourselves 'Does this have a long-term return? Are we helping them to become more self sufficient?'" Clinton said. "Are we (donors, NGOs) serious about working ourselves out of a job?"
