The test results revealed that fourth graders who were tested in 2009 did not make any improvement in their reading skill level over the skill level of the fourth graders tested in 2007. This was the first time there was no improvement in reading skills since 2003. Critics say that kind of performance reveals that students aren't making the necessary progress to compete in a global economy. National Assessment of Educational Progress testing results are known as the "nation's report card," because of the large number of students who are tested nationwide. The first tests were administered in 1992. All 50 states, the District of Columbia and the Department of Defense Education Activity schools participated in the 2009 reading assessment, although not all the states may have participated or met the reporting criteria in previous years, according to the U.S. Department of Education. Eighth grade students improved slightly in reading. However, those gains were made by students performing at the lower and middle levels, with students performing at higher levels showing no gains in reading skills over the eighth graders who were tested in 2007. Although most student achievement gaps remained unchanged on a national level, there were some gains made in closing the gap in individual states. The achievement gaps that educators look at most seriously are those between white and black students, white and Hispanic students, boys and girls, low-income and middle- or upper-income students and public and private school students. Those achievement gaps remained largely unchanged nationally from 1992 to 2007. However, some of the achievement gaps have narrowed in some states. For example, in Florida the gap between black students and white students in the fourth grade has narrowed, as well as the achievement gap by income. "The National Assessment of Educational Progress (NAEP) is the only nationally representative and continuing assessment of what America's students know and can do in various subject areas. Assessments are conducted periodically in mathematics, reading, science, writing, the arts, civics, economics, geography, and U.S. history," according to a statement on the organization's website.
