Gates: Report "Mischaracterized" Memo On Nuclear Strategy Against Iran

Washington, DC, United States (AHN) - Defense Sec. Robert Gates says a published report mischaracterized a memo he issued about U.S. strategy against Iran's possible development of a nuclear weapon. The pushback comes following an international nuclear summit hosted by the White House and Iran's construction of new facilities for enrichment.
In a statement, Gates said sources cited by the New York Times in an article mischaracterized the purpose and content of a memo he issued in January.
The Times report has unnamed officials describing the memo as a warning to the White House that "the United States does not have an effective long-range policy for dealing with Iran’s steady progress toward nuclear capability."
Gates, however, said the document "was not intended as a 'wake up call' or received as such by the President's national security team." Explaining the context surrounding the memo's release, the secretary said the Obama administration shifted to a "pressure track on Iran earlier this year," and that his memo "identified next steps in our defense planning process where further interagency discussion and policy decisions would be needed."
"There should be no confusion by our allies and adversaries that the United States is properly and energetically focused on this question and prepared to act across a broad range of contingencies in support of our interests," Gates said.
The United States is calling for new United Nations sanctions against Iran for continued uranium enrichment. President Barack Obama hosted a nuclear summit last week intended to rally support for more sanctions, which China and Russia have not clearly supported.
Iranian President Mahmoud Ahmadinejad was not invited to the summit, which was attended by 49 world leaders, becoming the largest gathering of heads of state and government in Washington’s history.
The White House issued strong rhetoric at the end of the summit, saying, "Our objective is clear: ensure that terrorists never gain access to plutonium or highly-enriched uranium, the essential ingredients of a nuclear weapon."
Iran responded by holding its own nuclear conference over the weekend, where Ahmadinejad called for disarmament and non-proliferation. On Monday, an advisor to Ahmadinejad announced that construction for new uranium enrichment plants has begun, according to state-run Press TV.
Iran is a signatory to the Nuclear Non-Proliferation Treaty (NPT). It has received three sets of U.N. sanctions for its nuclear program, which it says is for the production of civilian, nuclear energy.
In 2002, its covert uranium enrichment plant in Natanz was discovered, and in September last year, it informed the IAEA of a uranium-enrichment facility in Qom just as Western nations were poised to accuse it of concealing a second nuclear plant.
Early this year, Iran began producing 20 percent enriched uranium at its Natanz nuclear facility, prompting heightened concerns in the international community that it could develop a nuclear weapon. Iranian officials have said the fuel is for the production of medical isotopes for cancer patients.
Enriched uranium is used to generate power for civil, scientific and military purposes. Slightly enriched uranium has a concentration of 0.9 to 2 percent, while low-enriched uranium has levels below 20 percent and is used in many reactors worldwide. Uranium enriched to 85 percent or more, called weapons-grade or highly-enriched uranium, is used for nuclear weapons.
The United States classifies Iran as a state sponsor of terrorism and believes the Islamic nation provides assistance to Hamas, Hizballah, Palestinian Islamic Jihad and members of the Taliban.
However, Washington continues to pursue a two-track nuclear strategy.
“Military options have been on the table and remain on the table, but the engagements, the diplomatic, the sanctions, the finance; all of that needs to continue to lead the effort,” Navy Adm. Mike Mullen, chairman of the Joint Chiefs of Staff, said on Sunday.
The United States is part of a group called the P5+1 negotiating with Iran on disarmament. The group also consists of China, France, Germany, Russia and the United Kingdom.
The International Atomic Energy Agency had proposed an agreement in which Iran would send 1,200 kilograms of low-enriched uranium to Russia and France, which would enrich the fuel so it could be used for medical research in the Tehran reactor.
Iran rejected the proposal because it wanted the exchange to take place within its borders. Iranian leaders raised concerns that there were no guarantees it would receive the higher-grade enriched uranium.
State Department spokesman Philip Crowley said in a Friday briefing, "There is still a deal on the table, although it’s been there for some time, that can help build confidence that Iran, in fact, has peaceful intentions. But that deal requires Iran to take specific actions that it has been unwilling to do at this point."
