"We cannot afford to take more chances, therefore, the government has evolved a multidimensional national strategy to tackle the problem by 2012," a senior government official told The Nation (Pakistan) here on Friday. In a major step towards finding solutions to the protracted Afghan refugees situation, the Government of Pakistan has instituted a new and comprehensive management and repatriation strategy for Afghan refugees. The new strategy will explore, among other issues, migration and other alternative status options. The sources were upbeat that UN as well as the Afghan government has also approved Pakistan's national strategy that follows two agreed extensions in the timelines set out for the purpose in 2006 and 2009. But the programme was extended on the plea that conditions in their homeland Afghanistan were still not conducive to ensure their safe return. The sources said that there were about 1.7 million registered Afghan refugees while an equal number of Afghans were living in Pakistan as illegal immigrants. The national strategy devised by Pakistan is based on multiple components envisaging various objectives ranging from repatriation/deportation, Pak-Afghan border management and curbing the tendency of return/recycling by certain percentage of Afghans. At the tactical level, the government also plans to offer incentives including work permits; educational facilities to Afghan students and business visas to Afghan businessmen etc provided such segments living in Pakistan registered with Nadra for Proof of Registration (PoR) cards. These elements of the strategy have been included as contingency planning to tackle the situation in case it fails to achieve the multiple objectives including creation of conducive conditions in Afghanistan for their living and employment.
