Credit: Reuters/Stefano Rellandini By Silvia Aloisi ROME | Mon Aug 2, 2010 1:48pm EDT ROME (Reuters) - Italian Prime Minister Silvio Berlusconi faces his first test of strength since breaking with a key ally last week when the lower house of parliament votes on the fate of a junior minister on Wednesday. The result will provide a concrete gauge of the balance of power in parliament after Berlusconi's dramatic rupture with lower house speaker Gianfranco Fini, co-founder of his conservative People of Freedom (PDL) party. Lawmakers will vote on a no-confidence motion presented by the opposition against Giacomo Caliendo, a junior justice minister under investigation for allegedly being part of a secret plot to fix political and judicial appointments. Caliendo has denied any wrongdoing, rejecting calls to resign, and Berlusconi has stood squarely by him. If the motion against Caliendo passes, it would not mean the government falls but it would deliver a symbolic blow that would underline Berlusconi's weakened grip on power and point toward early elections. Berlusconi split with Fini after months of acrimonious exchanges with the man who was once his most loyal coalition partner but who chafed at the prime minister's domination over the party they created. BREAKAWAY GROUP The abrupt break-up has plunged Italy into political turmoil at a time when financial markets are looking at whether the government can implement a 25-billion euro ($33-billion) austerity package approved in parliament last week. Fini and his allies have set up a breakaway group in parliament, with 33 members in the lower house, enough to deprive the government of its majority in the chamber, and 10 in the Senate. Fini, who has hammered away at the themes of legality and morality in recent weeks, has said any politician under investigation should step down. He says his group will support the government as long as it sticks with its electoral program, but will not hesitate to fight proposals that go against "the wider interest." Lawmakers backing Fini did not say how they will vote on Wednesday, but in a sign of possible future alliances, they said they would hold consultations with the opposition centrist UDC party to decide what to do. The very fact that Berlusconi's PDL lieutenants failed to have the motion against Caliendo delayed until after the summer break marked a point against the government. "It's unacceptable that the motion has been scheduled while the judiciary investigation is still under way," said Fabrizio Cicchitto, head of the PDL lawmakers in the lower house. The center-left opposition said the ruling coalition was in tatters and called for an interim government which would lead the country until new elections. Berlusconi allies oppose that option, saying that if the government has not enough backing in parliament the only alternative is going back to the polls straight away. The influence-peddling scandal in which Caliendo is involved has already cost the job of another junior minister, Economy Under-secretary Nicola Cosentino, who quit last month days before a similar no-confidence motion was due to be voted. Cosentino was the third member of the government to resign since May over judicial investigations.
