Her rival, former Sao Paulo state governor Jose Serra, had 45 percent of valid ballots, the High Electoral Tribunal said, based on a tally of 88 percent of the votes. The figures suggested Rousseff, 62, will become Brazil's first female president, taking over from her Workers Party mentor, outgoing President Luiz Inacio Lula da Silva, on January 1 next year. At her campaign headquarters in Brasilia, supporters burst into applause and cheers upon hearing the count. "We can't celebrate just yet, but it's looking very optimistic," one of them, a ruling party senator, Paulo Paim, told AFP. All surveys before Sunday's runoff predicted Rousseff would triumph, with her margin forecast to be between 12 and 14 points over Serra. Lula, who has served the maximum two consecutive terms permitted by law, lent his huge popularity to Rousseff's campaign, bringing her from obscurity in his government to a potential global leadership role. Brazil's 135 million voters were asked to decide the knockout between Rousseff and Serra after an October 3 first round in which Rousseff came out on top but not by enough to be declared the outright winner. Surveys taken just before the runoff saw Rousseff emerging victorious with as many as 56 percent of valid ballots, to 44 percent for Serra. Rousseff's biggest support base was Brazil's poor and moderate-wage earners, many of whom have benefited from Lula's social programs. Inacio Batista, a street food vendor working in Sao Paulo, said he voted for Rousseff because of the changes felt by poor relatives and friends. "When I lived in the northeast (Brazil's poorest region), people didn't even have bicycles. Now, they all have a car or motorbike," he said. The winner of Sunday's runoff will take charge of Latin America's biggest nation and the world's eighth-largest economy. Rousseff, a career bureaucrat who was jailed and tortured in the 1970s under Brazil's then-military dictatorship for belonging to a guerrilla group, has vowed to maintain Lula's policies. Largely unknown until just a few months months ago when Lula helped her rise to national prominence, the daughter of a Bulgarian immigrant and Brazilian mother served first as energy minister before being named as cabinet chief, analogous to prime minister. Ahead of her campaign, she softened her dour, lumbering image with a cosmetic makeover. She also earned public sympathy for beating lymphatic cancer. Serra won recognition for a stint as health minister in the late 1990s, when he championed generic copies of drugs for HIV-positive patients.
