ADVERTISEMENT Details of the "cars to the countryside" plan, announced earlier this year, were outlined in a Finance Ministry statement reported by the official Xinhua News Agency and other state media Monday. General Motors Corp.'s mini vehicle joint venture, SAIC-GM-Wuling, which claims about a 50 percent share of the Chinese market for such vehicles, will likely be one of the biggest beneficiaries from the plan. China intends to spend 5 billion yuan (about $730 million) on rural vehicle sales subsidies and another 20 billion yuan ($2.93 billion) on rebates to farmers for purchases of electrical appliances as part of an effort to stimulate demand in the vast but impoverished countryside, where the majority of its 1.3 billion people live. A plunge in exports due amid the global economic crisis has galvanized China's efforts to boost domestic consumption and shift away from reliance on foreign trade as its main engine for economic growth. The focus is on big-ticket items like cars, refrigerators and other consumer durables that already face a glut in supply due to overproduction. Although it is still early, broader tax cuts, which apply nationwide, already appear to have spurred vehicle purchases, which rose 25 percent in February from a year earlier. "These abundant subsidies will certainly help the domestic auto makers weather the crisis. The tax cuts boosted the urban auto market, and now it's the rural market that is getting help," said Zhang Xin, an industry analyst with Guotai Jun'an Securities in Shenzhen. Still, he said much would depend on how the plan is implemented at the local level. The plan outlined by the Finance Ministry calls for farmers who buy light trucks and minivans to get 10 percent subsidies, up to a maximum of 5,000 yuan ($730). Rural households can buy up to two motorcycles and qualify for a 13 percent subsidy of up to 650 yuan ($95) each, the ministry said. The program is expected to boost vehicle sales by more than 1 million units this year, helping push China's total auto sales above 10 million units for the first time, the state-run newspaper China Securities Journal and other reports said. Wuling estimates its sales in 2008 at 650,000 units, accounting for more than half of GM cars sold in China last year. Stymied by intense competition at home, China's automakers have aggressively sought to expand in world markets in recent years. But the slump in demand overseas is prompting China's auto industry to redouble efforts to expand the domestic market. ___ Associated Press researcher Ji Chen contributed to this report.
