ADVERTISEMENT Seoul's unification ministry said the North's military had authorised border crossings southwards by 453 people and 200 vehicles from the Kaesong estate later Monday, three days after it suspended crossings entirely. But the ministry said there had been no response to South Korea's requests for northward crossings. Factory owners say almost half the South Korean businesses at the estate will have to suspend production unless they receive raw materials Monday. The estate opened in 2005 just north of the heavily fortified border as a symbol of reconciliation between two countries still technically at war. About 39,000 North Koreans work in 98 South Korean firms, producing items such as watches, clothes, shoes and kitchenware, with raw materials trucked northwards and finished products travelling the other way. It has often been hostage to political tensions. The communist state on March 9 switched off military phone and fax lines that were used to authorise border crossings, in protest at an ongoing military exercise between South Korea and the United States. The following day it allowed crossings to resume but kept the phone lines cut, meaning the two sides had to hand-deliver letters to authorise traffic. Last Friday all crossings were suspended without explanation. Factory owners said Sunday about 10 plants have already stopped production and 30 others would do so if the closure continued on Monday. "We have to take raw materials and gas into Kaesong and bring back the end products. Our buyers are at a loss. They may cut orders for us," Yonhap news agency quoted one of them, Hwang Chul-Hwan, as saying. The North says the March 9-20 military exercise is aimed at launching a "second Korean War" while Seoul and its ally Washington insist it is a routine annual defensive drill. The North has put its 1.2 million-member military on combat alert and set a date between April 4-8 for the launch of what it calls a communications satellite. Seoul and Washington say its real purpose is to test a missile which could reach Alaska, in defiance of UN Security Council Resolution 1718 passed after its 2006 missile and nuclear tests. "If North Korea launches a long-range rocket this time, it will be in violation of a UNSC resolution," Seoul's Foreign Minister Yu Myung-Hwan told reporters. "Since I clearly understand that Japan and China as well as the United States do not deny the point, I think the issue will be automatically discussed at the UNSC." He could not say what sanctions may be imposed, adding this would depend on talks among council members. The North for almost a year has been blasting the conservative Seoul government, which dropped its liberal predecessors' policy of almost unconditional aid to the North. Last December Pyongyang restricted the number of daily border crossings to Kaesong and expelled hundreds of South Korean managers.
