Karzai was in the southern town -- long under the control of Taliban forces bent on overthrowing the Western-backed authorities -- for the first time since 15,000 US, NATO and Afghan troops stormed the area last month to clear it of Islamist insurgents and drug traffickers. Afghan police meanwhile said infighting among rebels in Baghlan province in the north had killed up to 60 militants and 19 civilians. Eleven commanders of the Hezb-i-Islami group and 68 of their men had defected to the government. Arriving in bomb-scarred Marjah, Karzai met about 300 elders and asked them to support his government after weeks of fighting forced terrified residents to flee their homes. The assault on Marjah and Nad Ali district, in Helmand province, has been seen as a major test of President Barack Obama's strategy to end eight years of war and drive out the hardline militia, in return for sovereign rule. "The promises that we have made for security and reconstruction, we will fulfil them," Karzai told the gathering. He demanded of the turbaned and bearded elders: "Are you with me or against me?" They responded: "We are with you! We are supporting you!" But during the meeting residents voiced numerous complaints, raising issues such as civilian casualties from the fighting, corruption among local officials, jailings of civilians by foreign forces and the requisitioning of local schools by the military. "Over the past 20 days since the foreign forces have come here, people have been killed and wounded, our bazaar has been destroyed, houses destroyed," declared Haji Abdullah, a tribal elder in his 50s. "We appeal to the president to build us schools, canals, streams, to build us clinics and hospitals, to build us roads." Karzai said: "God willing, we will try to solve your problems... It's a source of sadness that these people have suffered by the Afghan government and the foreigners." Karzai was joined by US General Stanley McChrystal, commander of the approximately 121,000 US and NATO troops in Afghanistan aiming to snuff out the Taliban insurgency. Speaking to reporters about residents' complaints, McChrystal defended the military's conduct. "In every case the commanders make decisions and in my view they've been extraordinarily careful to compensate people, to coordinate people. So we'll just look into it... Because we're here to protect the people and respect them, things like property rights are very important to us," he said. "I was very impressed with several things. First, the candour of the people. To me that's real democracy in action, people speaking their minds and nobody seemed hesitant to do that," McChrystal added. Operation Mushtarak -- Dari for "Together" -- symbolically ended on February 25 when authorities hoisted the Afghan flag in Marjah, a poppy-growing area in the Helmand River Valley. Sporadic resistance in Marjah and Nad Ali continues, with bombs planted by retreating Taliban fighters hampering efforts to completely secure the area. NATO said two of its soldiers had been killed in southern Afghanistan on Sunday and another in the east, without giving precise locations. Coalition forces billed Mushtarak as one of the biggest assaults since the 2001 ouster of the Taliban by US-led troops. The insurgency has mushroomed every year, killing a record number of foreign soldiers in 2009. In the north, fighting erupted on Saturday between Taliban rebels and militants from Hezb-i-Islami, an Islamist faction loyal to former Afghan prime minister turned warlord Gulbuddin Hekmatyar. "The government is trying to rescue the Hezb-i-Islami men surrounded by Taliban. We are not launching an operation for the sake of civilian casualties," regional police spokesman Laal Mohammad Ahmadzai said. The number of US and NATO troops in Afghanistan is expected to swell to 150,000 later this year as Obama and his allies attempt to turn around the gruelling and costly conflict, now in its ninth year.
