Amid Talk Of Independent Bid, Crist's Campaign Chairman Resigns

Tallahassee, FL, United States (AHN) - Talk of Florida Gov. Charlie Crist shifting his Senate campaign into an independent bid has hit fever pitch following his veto of a GOP-backed education bill and the resignation of the governor's campaign chairman.
Crist vetoed a measure on Thursday passed by the Republican-controlled state legislature, encouraging Democrats and becoming the target of Republican ire.
The bill was sponsored mainly by state Sen. John Thrasher, the chairman of the Florida GOP. It would have let student performance determine teacher pay and tenure, a bold move conservatives such as former Gov. Jeb Bush had said is necessary to reform education in the state.
The governor said in a letter to Secretary of State Kurt Browning his decision was not political but because of several concerns.
"Th[e] bill does not appropriately accommodate special education students and their dedicated teachers," Crist said. "Further, [it] does encroach on local decision-making... could result in an infringement upon the constitutional authority of school boards."
Crist added that the measure puts teachers at risk of losing their jobs and teaching certificates "without a clear understanding of how gains will be measured, and without taking into account circumstances beyond the control of teachers."
The move cost Crist his campaign chairman, former Sen. Connie Mack. Bush openly declared that the governor "has jeopardized" gains in education made in the state over the decade.
A Quinnipiac University poll released on the day of the veto had Crist with a 23-point deficit against former House Speaker Marco Rubio, who has received the support of prominent conservatives. The survey said the governor as an independent would narrowly lead Rubio 32 percent to 30 percent, in a three-way contest with the top Democratic contender, Rep. Kendrick Meek (D-FL), who trails with 24 percent.
The popularity of Rubio among conservatives stems in part from the governor's support for the $787 billion economic stimulus. Crist last year joined President Barack Obama in a town hall meeting, calling for bipartisan support for a stimulus and embracing the newly-inaugurated president.
Crist, 53, has been pushing back against continued criticisms about his conservative record. He has the endorsement of Senate Republican Leader Mitch McConnell (R-KY) and National Republican Senatorial Campaign Committee Chairman John Cornyn (R-TX).
The governor has been warning voters that his rival's conservative record is merely "rhetoric." Last month, he focused his attacks on Rubio's use of a state GOP credit card for personal expenses.
The expenses were first revealed in a newspaper report in February. Rubio has admitted to spending more than $100,000 with the credit card, but has said most of the expenses were made during his official duties for the GOP.
The tactic has apparently not convinced voters, who saw former New York City Mayor Rudy Giuliani, himself not known for being conservative, backing Rubio this month. The endorsement was payback, according to pundits, for the governors' refusal to support Giuliani in the 2008 presidential race.
Rubio and Crist are seeking the seat of former Sen. Mel Martinez, a Republican who chose not to complete his term. The party primaries are on Aug. 24. The special election coincides with the mid-terms in November.
