The party has repeatedly vowed to stamp out corruption, a major source of public discontent as the booming economy gives officials opportunity to use their power for private gain. Critics say the fight against graft is hampered by the lack of an independent judiciary, which answers firstly to the party, and officials are not held accountable to an electorate by an independent media, which is also tightly controlled. That situation will not change, the government said in its first white paper on fighting corruption. "The Communist Party is the ruling party in China, and thus efforts to combat corruption and build a clean government are under the leadership of the party," the government said in a 39-page policy document. "China has put in place a leadership system and a working mechanism with Chinese characteristics, in which party committees take unified leadership of the work," it said. In a measure of party control over anti-graft efforts, the white paper listed the party's internal discipline organs first in a list of who had responsibility for dealing with corruption. Public supervision of this work via the media or in the form of complaints to government departments was welcome, yet within limits, the government said in the paper. "Efforts are being made to strengthen the management, guidance and standardisation of supervision by public opinion so as to ensure that supervision by public opinion operates along the lines prescribed by law," it said. "POWER CORRUPTS" Prominent human rights lawyer Pu Zhiqiang dismissed the paper, saying what was really needed was democracy. "To properly tackle corruption, you need a democratic society and a democratic party," Pu told Reuters. "If your leaders are already corrupt and you want those leaders to fight corruption, then in reality I don't think this is sincere," he said, referring to the government's pledge to tackle graft. "Absolute power corrupts absolutely." Many whistle-blowers end up in jail, including food safety activist Zhao Lianhai, who was sentenced to 30 months in prison in November for inciting social disorder. China has seen some spectacular graft cases over the past few years, which have felled big names. In 2006 Shanghai's powerful Communist Party boss, Chen Liangyu, was caught up in a corruption scandal and later given 18 years in prison. Transparency International, a Berlin-based anti-corruption group, ranked China 79 out of 180 countries in its corruption perceptions index last year, a far worse ranking than the United States and Britain, but better than India and Russia. The government said China faced an uphill battle in combating corruption. "Since the relevant mechanisms and systems are still incomplete, corruption persists, with some cases involving huge sums of money," "Breaches of law and discipline tend to be more covert, intelligent and complicated. The situation in combating corruption is still very serious, and the tasks are still abundant," it added.
