How the Clean Development Mechanism works

The Clean Development Mechanism is designed to allow voluntary reductions in greenhouse gas emissions in developing countries to offset required reductions in industrial nations.
Here's how it works:
_An electric utility, cement maker or other enterprise in an industrial nation might be required under the Kyoto Protocol to reduce its annual 1 million tons of carbon dioxide emissions to 800,000 tons.
_The company trims 100,000 tons on its own, but finds it too expensive to buy emissions-control equipment to cut the second 100,000 tons.
_Instead it buys 100,000 "certified emission reductions" on the carbon market and applies those to its quota.
_The 100,000 credits had been sold to the market after being earned in a developing nation, not obligated under Kyoto, where a clean energy project was certified to have reduced emissions by 100,000 tons a year, compared with what normally would be produced. The extra CDM earnings, for example, might enable a developer to install emissions-free wind power in place of a less costly, but emissions-heavy, power plant.
