WASHINGTON (AFP) - – US President Barack Obama's Republican foes in the Senate used procedural challenges Thursday to force a new House of Representatives vote on a package of fixes to his historic health overhaul. But leading Democrats forecast the Congress would wrap up its work on the "reconciliation" changes to the sweeping legislation -- which Obama signed into law on Tuesday -- before leaving at week's end for a two-week recess. The Senate was expected to complete its part around 2 pm (1800 GMT), sending the package to the House for approval before it can head to the president's desk to be signed into law. "If they finish their work later today as planned, the House will take up the improvements bill with technical corrections this evening," said Democratic House Majority Leader Steny Hoyer. But the speed of the process depended on whether House Republicans, heavily outnumbered in the lower chamber, wielded parliamentary delaying tactics. Republicans, who have denounced Obama's health blueprint, won their procedural victory when the Senate parliamentarian ruled in their favor on two objections based on rules governing the reconciliation process. "After hours of trying to find a way to block this, they (Republicans) found two relatively minor provisions that are violations of Senate procedure, which means we're going to have to send it back to the House," Jim Manley, spokesman for Democratic Senate Majority Leader Harry Reid, told AFP. Manley said the violations dealt with higher education, a reference to parts of the bill aimed at overhauling the way US students get loans to pay for notoriously ruinous higher education costs. "I'm confident that the House will be able to deal with these and pass the legislation," he said. The Republican victory meant the bill must return to the House, which passed it late Sunday after first approving Obama's 940-billion-dollar plan to bring the United States closer than ever in its history to universal health care. Both chambers must pass identical legislation to send it to the president. The technical reconciliation changes aimed to make the Senate-passed health blueprint more to House Democrats' liking. The Senate took up the package of fixes Tuesday, prompting Republicans to introduce dozens of amendments aimed at embarrassing Democrats and at forcing the House to taken another potentially political painful vote. One measure, which Republicans could use in the campaign ahead of key November mid-term elections, would have barred federal funding for insurance coverage of erectile dysfunction drugs for convicted sex offenders. Republicans relied on amendments and procedural challenges because, under reconciliation rules, they could not deploy a filibuster to indefinitely delay and therefore kill the measure. The broader health care legislation Obama signed into law Tuesday is estimated to extend coverage to some 32 million Americans who currently lack insurance and will ban what its supporters call insurance company abuses. The 2,000-plus page bill mandates that all Americans buy insurance, or face fines -- a provision that has drawn lawsuits from several state attorney generals who claim it is unconstitutional. Among other key reforms, the legislation also bans insurance companies from denying coverage to people with pre-existing conditions, from dropping clients who get sick or from setting lifetime caps. Republicans have presented a united front in opposition to the bill and cheered on anti-reform protesters to the Capitol grounds over the weekend. In a sign of just how heated the debate has become, Democrats called in the FBI and the policy after more than 10 Democratic supporters of the bill complained they had received death threats and abusive or harassing messages. Democratic Representative Bart Stupak, who brokered a deal clearing the way for some fellow anti-abortion lawmakers to vote for the legislation that is now US law, received a fax with a noose and the caption "all Baby Killers come to unseemly ends Either by the hand of man or by the Hand of God." A USA Today/Gallup poll taken just as the bill was signed into law found that nearly half of Americans support the overhaul, with 49 percent of respondents saying the bill was a "good thing," while 40 percent considered it a "bad thing."
