Re-elected for a second term following an August election scarred by vote vote-rigging and ballot stuffing, Karzai is under huge domestic and foreign pressure to form a transparent government to help end a Taliban insurgency. "In consultation with elders, influentials, politicians and Afghan experts the president will introduce the full or partial list of the new cabinet to parliament in the course of this week," said Karzai spokesman Hamid Elmi. Parliament must pass a vote of confidence in the cabinet before the new Afghan government can start work. Lawmakers were scheduled to break for winter recess on Sunday, but a parliament spokesman said the house had extended "to finish debating and passing the mid-year budget" albeit without mentioning the cabinet. Washington has warned Karzai to fight corruption or see his cabinet bypassed in favour of lower level officials to provide essential services to Afghans as part of a sweeping new war strategy that includes more than 30,000 extra troops. Related article: Afghans 'will be ready' to take over in 5 years President Barack Obama has said the United States will no longer give Afghanistan a "blank check" for aid, turning up the pressure on Karzai to end corruption seen as fuelling the insurgency and destabilising his rule. The fifth poorest country in the world, the international community pumped billions of dollars of aid into Afghanistan after the 2001 US-led invasion ousted the Taliban regime and paved the way for Karzai to sweep to power. Today, 43 NATO countries and allies, led by the United States, maintain 113,000 troops -- rising to around 150,000 over 18 months -- in Afghanistan to fight the Taliban insurgency and support efforts to inculcate democracy. Spiralling insecurity, drugs trade, corruption, crime and alliances with warlords accused of rights abuses have triggered mounting criticism of Karzai's administration, dismaying Western capitals and the Afghan public. Karzai has already inaugurated Mohammad Qasim Fahim, a former anti-Soviet resistance leader and an anti-Taliban commander, as his first Vice President. Human Rights Watch implicated Fahim in abuses, including murder during the civil war, and diplomats allege his abuses continue to the present day with assassinations, weapons smuggling, narcotics activities, crime and corruption. At his inauguration last month, Karzai pledged to end the country's "culture of impunity" but in a nation of weak institutions and powerful strongmen, he can ill afford to alienate those who propelled him back into power. He faces a huge challenge in satisfying those who supported him in the elections with a slice of government and keeping his Western allies happy. For this reason, a senior Afghan official told AFP on condition of anonymity that Karzai would submit around half the cabinet positions this week. "There is huge pressure from all sides and it is not easy to make a cabinet quickly that is why the president will submit only up to 10 ministers to parliament this week and the rest later," the official told AFP. Karzai's outgoing caretaker government is made up of 25 cabinet ministers. Three decades of conflict, ranging from Soviet occupation, to civil war, a six-year Taliban rule and the subsequent insurgency has left Afghanistan in a fragile state with guns and drugs spread across the country.
