US, WTO Urge EU To Speak With One Voice At G20 Summit

Washington, DC, United States (AHN) - Europeans nations should speak with "one mouth" at the fall meeting of the G20 group of nations, international trade officials urged Sunday at the end of a three-day gathering of government leaders and academics.
“Europe increasingly wants to be seen as a unified force, but it also wants a lot of seats,” said Robert Hormats, U.S. undersecretary of state for economic, energy, and agricultural affairs. “Europe would be more effective in these meetings if it had one person speaking for it on specific issues.”
Pascal Lamy, director general of the World Trade Organization, argued that European countries were over-represented in the G20. “The frank reality is it does not make sense,” he said.
The comments came during the final day of the Brussels Forum, an annual high-level conference on transatlantic relations typically attended by heads of state and senior government officials.
“If one European takes the floor on one topic, and then another European takes the floor on the same topic, nobody listens. Nobody listens because either it’s the same thing and it gets boring, or it’s not the same thing and it will not influence the result at the end of the day ... So the right solution, if I may, is at least to make sure that they speak with one mouth. Not one voice--one mouth--on each topic on the agenda. That would be a great improvement,” said Lamy.
At present, five European Union (EU) countries speak at G20 summits, in addition to the presidents of the European Commission and EU Council.
Lamy said the jury was still out regarding financial stability. “There is still no evidence that on this major issue that the G20 will produce something. I direly hope it will happen, but if the G20 does not fill this big hole in international financial regulation, new questions will arise.”
The next meeting of the G20 is scheduled for November in Seoul, South Korea.
Changyong Rhee, secretary general and sherpa for the South Korean Presidential Committee for the G20 Summit in Seoul, said the priority for the G20 should not be membership makeup but rather concrete deliverables that would improve the organization’s legitimacy.
Rhee called on the G20 to highlight non-economic issues such as development in addition to traditional topics such as the financial system.
In an earlier panel, participants discussed the future of climate change negotiations after the Copenhagen summit in December. European Commissioner for Climate Action Connie Hedegaard, who chaired the Copenhagen talks, called for more flexibility in future talks. Instead of focusing solely on legally-binding greenhouse gas reduction targets, Hedegaard called for negotiators to pay equal attention to energy security, job creation, and technological innovation.
The former Danish environment minister also urged rich countries to honor their commitment to finance climate adaptation projects in poorer countries. “If developed countries do not deliver on our pledge, how credible will we be with developing countries?” Hedegaard asked.
Former Norwegian Prime Minister Gro Harlem Brundtland accused China of inflexibility and evasiveness at Copenhagen. “China is trying to avoid getting into a position where they have real commitments,” she said.
Belgian Foreign Minister Steven Vanackere closed the forum by announcing the creation of a prize for the best paper by a young person on a transatlantic issue. “The best way to feel at ease with the future is to assist in shaping it,” Vanackere said.
