The bomb exploded in Afghanistan's cultural hub Herat as the controversial former warlord's convoy was passing, leaving twisted wreckage littering the tree-lined road, local police spokesman Abdul Raouf Ahmadi said. "Four people were killed, including a woman and a child, and 17 other people were wounded," said Ahmadi. The local governor's office confirmed the toll. The wounded included three of the minister's bodyguards, who were being treated in hospital for minor injuries, said Naqibullah Arwin, a spokesman for the governor's office. The minister, a mujahedeen commander during the Soviet occupation who was imprisoned by the Taliban during their time in government from 1996-2001, escaped unscathed and returned to Kabul. Zabihullah Mujahed, a spokesman for the Taliban, claimed responsibility for the attack on behalf of the insurgents. "The target was Ismail Khan," Mujahed said. The militants, ousted in a US-led invasion, have stepped up their insurgency aiming to bring down the Western-backed government and force out foreign troops stationed in the war-torn nation. Interior ministry spokesman Zemarai Bashary confirmed there were casualties but was unable to provide further details. Witnesses told an AFP correspondent at the scene that the blast had been set off by a suicide car bomber. Other civilian vehicles and two houses were seriously damaged in the attack. Khan was governor of Herat before and after the Taliban were in power and statues and pictures of the burly and bearded minister still dot the city. Human rights groups have accused him of a slew of abuses during his tenure as governor and say he ran Herat as his own personal fiefdom. Afghanistan has been hit hard by a Taliban insurgency which has paralysed a Western-backed reconstruction drive, killed thousands of people and bogged NATO and US troops down in the conflict. NATO and the United States have more than 100,000 troops in Afghanistan. Underscoring the increasingly volatile situation on the ground, six NATO soldiers have died across the country in the last 24 hours. Two American and one British soldier serving with NATO's International Security Assistance Force (ISAF) were killed in the south in separate incidents, ISAF said. Three French forces personnel died in a lightning storm during an operation against Taliban bomb squads in the east, the French military said. In Farah, three civilians were killed and four others wounded when a roadside bomb exploded, the Interior Ministry said. US President Barack Obama is conducting a wide-ranging review of strategy in the country and is contemplating whether to send more troops. The top US and NATO commander in Afghanistan earlier this month warned Obama in a confidential report that the war against the Taliban could be lost within a year without more soldiers. Defence Secretary Robert Gates on Sunday denied any rift between the US military and the White House over the war and suggested a possible radical shift in strategy was unlikely. Afghan President Hamid Karzai, beleaguered by accusations of fraud in last month's presidential election, has said he will launch peace talks with Taliban leaders if he wins another five years in the country's top job. Preliminary results from the poll show Karzai leading with 54.6 percent of the vote, against 27.8 percent for his main rival, former foreign minister Abdullah Abdullah. However, final results will not be announced until complaints of irregularities have been investigated and a partial recount conducted. Karzai himself has survived several attempts on his life, most recently in April last year when militants attacked a high-profile military parade.
