Almost 1,400 delegates to the five-yearly Congress -- which formally opens Wednesday -- queued under umbrellas to enter Ho's mausoleum. He died in 1969 and is revered throughout the country of 86 million. Key political events in Vietnam are always preceded by a visit to the site where Ho's preserved corpse is displayed. "Comrades and people across the country look towards the party congress with cheer, hope and thorough trust," the Communist Party's official Nhan Dan newspaper said on Tuesday. From the mausoleum, delegates travelled in a fleet of minibuses to Hanoi's National Convention Centre, where they began making final preparations for Wednesday's event. Carrying briefcases, all displayed red lapel badges with the communist hammer and sickle. Military delegates wore their uniforms. Members of the congress -- which lasts until January 19 -- have been elected by their communist colleagues at the provincial or central level to represent the party's more than 3.6 million members. They will vote in a Central Committee of nearly 200, which in turn elects the Politburo, the ruling elite of about 17 members. The one-party state -- where political change occurs at glacial speed -- is striving to build a "modern industrialised country" by 2020 but faces immediate challenges that include high inflation, currency weakness, systemic corruption and a bloated state sector. A socio-economic strategy for the next decade, to be debated at the congress, pledges to tackle these and other risks while shifting the growth model away from reliance on natural resources and unskilled labour.
