ADVERTISEMENT But in interviews on morning television talks shows, retired general Jim Jones said it was up to North Korea to make the next move following Kim's lengthy talks Tuesday in Pyongyang with former president Bill Clinton. "I'm quite sure the former president was very articulate and persuasive that the North Koreans know exactly what the world community, the members of the six party talks expect. And it's up to them to move forward," he said on NBC television. Jones said Clinton, who went to Pyongyang to win the freedom of two jailed American journalists, emphasized the importance of denuclearizing the Korean peninsula in his three and a half hours of talks with Kim. Clinton's team was still being debriefed, he said on Fox television, "but preliminary reports appear (to show) that Kim Jong-Il is in full control of his organization, his government." Kim, 67, is believed to have suffered a stroke a year ago and has been reported to be paving the way for his 26-year-old son Kim Jong-Un to succeed him. The North Koreans "have indicated that they would like a new relation, a better relation with the United States," Jones said. Noting that the North Koreans have always advocated bilateral talks with the United States, he said that Washington "would be happy to do that if in fact they would rejoin" the six party talks. North Korea pulled out of the six party talks with the United States, South Korea, Japan, China, Russia in April after test-firing a long-range missile. It followed up the missile test with a second nuclear test in May, sparking the latest crisis in international efforts to get it to abandon nuclear weapons. The Clinton visit has come under fire from some prominent conservatives as essentially giving in to North Korean blackmail. The latest salvo came from former secretary of state Henry Kissinger writing in the Washington Post. "A visit by a former president, who is married to the secretary of state, will enable Kim Jong-Il to convey to North Koreans, and perhaps to other countries, that his country is being accepted into the international community -- precisely the opposite of what Secretary of State Hillary Clinton has defined as the goal of US policy until Pyongyang abandons its nuclear weapons program," Kissinger wrote. Jones told NBC he did not think the Clinton mission was a propaganda victory for Pyongyang. "Maybe in Kim Jong-Il's mind and he can play it out inside North Korea any way he wants. But we vetted this with the South Koreans, the Japanese, the Chinese, the Russians. We had 100 percent from all these countries," he said. Jones stressed the importance that the North Koreans' come to grips with international demands for a nuclear-free Korean peninsula and concerns about North Korean proliferations. "I think this is such a big issue, and we've made such good progress in our relations with China and Russia, to show them the wisdom of making the right decision here," he said. "But it's up to them and they know exactly what the end state should look like," he said. Susan Rice, the US ambassador to the United Nations, took a similar line in an interview CNN, reaffirming the US goal of a "complete and verifiable denuclearization of the Korean peninsula. "They have made commitments, the North Koreans, that they have not fulfilled. So they need to uphold their international obligations, return to the six-party talks," he said. "In that context, we have said that we would be prepared to have a direct dialogue, as was the case during the Bush administration. But North Korea can't continue to make commitments and then violate them and expect to start from where they left off."
